Responsibilities

This Configuration Management Specialist position is located in the Acquisition Program Management (APM), Test and Evaluation Division (TED), Test Infrastructure and Operations Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:
  • Performs multiple and varying assignments under limited direction. May perform some leadership functions for small projects or other work activities. Prepares and coordinates the documentation and configuration control portions of contract scopes of work of assigned system, or for multiple aspects of several systems. Monitors contractors' efforts to ensure maximum utilization of resulting data in describing and maintaining production definition with particular emphasis on procurement and production aspects of the system. Develops management controls to ensure that system definition in the configuration identification program is compatible to adequately support engineering, procurement, production, inspection, and maintenance phases of the system.
  • Acts as an individual contributor and/or as a member of a team. Provides advice and assistance to other functional offices. Establishes and maintains liaison with higher authority, other Government agencies, and contractors in relation to configuration management identification and documentation status accounting. Work is reviewed periodically and at completion for policy compliance and alignment with project and/or work activity requirements.
  • Reviews changes to the documentation to assure compliance with configuration management policies and regulations. Reviews configuration management plans and prepares inputs to contract scopes of work to assure adequate preparation of changes and processing of changes. Resolves most problems and work issues without assistance.
  • Establishes the documentation required for system and production baselines required in the acquisition process. Reviews and determines the adequacy and accuracy of the system and production identification baselines as defined respectively in a system/development specification and Technical Data Package which can be used for procurement and production without resorting to further design effort or need for additional manufacturing. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach(es) or recommend new approaches.
  • Plans and establishes the requirements for the development of a status accounting system to provide management visibility, current status and changes, design deviations and waivers from initiation, and proper recording in appropriate documentation.
  • Schedules, plans, and performs formal physical and functional configuration audits to determine adequacy, accuracy, and validity of the data furnished. Consolidates and prepares comments for updating documentation. Prepares scopes of work for contractor performance of tasks necessary to provide a good data bank for status accounting. Determines that the status accounting systems comply with the requirements of DHS and TSA policies and directives. Demonstrates considerable independence in planning time and helping supervisor and/or team leader use assigned resources to accomplish activities.

The major duties described reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), an applicant must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Administering configuration management regulations and procedures, as well as supporting contractual, production, logistics, documentation, auditing and data management techniques.
  • Developing written communications preparing briefings material, work activity/project plans and status reports to inform management on work activities/projects.

OR

Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position.

OR

Three full years of progressively higher level graduate education leading to such a degree.

OR

LL.M., if related.

OR

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

To qualify for the SV-H Pay Band (equivalent to GS-12), an applicant must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:

  • Developing written communications preparing briefings material, work activity/project plans and status reports to inform management on work activities/projects.
