Summary

The Mental Health Social Work Supervisor is an experienced clinician with proven skills in administration, knowledge of social work methods, supervision and teaching. The incumbent provides supervision to more than 20 masters prepared social workers assigned to various programs under the auspices of the Mental Health Service Line. The social workers serve as direct line workers and program coordinators. Provides supervision to workers in grades GS 9-12.

Responsibilities

  • The incumbent is responsible to the Chief of Social Work Service and through regular meetings and documentation the incumbent advises the Chief of programmatic problems or changes and directly advises program managers, social workers and other service personnel concerning problem resolutions and/or the implementation of changes to achieve optimum operational efficiency, economy and patient care objectives The incumbent actively shares in the professional and administrative responsibilities for planning, organizing and directing the mental health social work services within the Medical Center. These services and programs include: the Healthcare for Homeless Veterans (FICHV) [this includes three programs; Grant & Per Diem, Outreach and HUDNASHJ; the Mental Health Clinic; the Mental Health Intensive Case (MHICM); Inpatient Psychiatry; Psychosocial Rehabilitation and Recovery Program(PRRC); Substance Abuse Rehabilitation Program (SARP); and Trauma Services; CWT-Case Management; Suicide Specialist; ER-off shifts; Local Recovery Coordinator;.
  • As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Social Work staff of the assigned program. The incumbent will assure the Social Workers whom they supervise are aware of, adhere to all current directives of VHA, and meet current JCAHO standards, State licensure standards, and VA-01G expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.   • The incumbent supervises a group of employees performing work at the GS 12 levels and below, including advanced practice social workers and social work program coordinators. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
  • Performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides formal and informal feedback and periodically evaluates employee performance. Incumbent. works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. The supervisor provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations for GS-13 Level:
Experience/Education.
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.

(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; both hands required; walking (intermittent); standing (intermittent); hearing (aid permitted); hearing without aid. Intermittent Driving a Vehicle (-/+ 2 hours); The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
