Responsibilities

As a GS-12 full performance, Security Specialist (Headquarters Security Officer), you will:
  • Make recommendations to the Deputy and Associate Deputy Director of Counterintelligence (IN-20) and all IN Division Directors on security matters.
  • Coordinate all clearance related issues for IN and other agencies as applicable.
  • Oversee the implementation of Director for National Security's (DNI) policies for DOE HQ facilities.
  • Issue Intelligence Community Badges, IN Site Specific Badges, and Courier Credentials to federal and contractor employees.
  • Ensure the IN Headquarters Security Officer (HSO) program meets security standards established by DOE and the DNI for personnel and information as it relates to the handling of both Restricted Data and Sensitive Compartmented Information (SCI) information.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

CONDITIONS OF EMPLOYMENT:
  • Must have a current "Q" security clearance, or must have a current "Top Secret" clearance and be able to qualify for a "Q" clearance.
  • Obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
  • Undergo and successfully complete a CI-scope polygraph examination on a pre-appointment and recurring basis.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Energy in accordance with Department's Order for the Federal Substance Abuse Program (DOE O 343.1).
  • During off-duty hours, incumbent may be required to return to assigned duty station or travel to distant locations to perform one or more of the duties cited herein or to provide support to DOE policy makers, particularly during crisis periods; or respond to requirement for policy guidance as well as CI assessments, investigations, or operations.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-11 position, experience must be at least equivalent to the GS-09 level:
  • Experience assisting with security awareness briefings on the security requirements for protecting SCI material.
  • Experience conducting security self-assessment and inspections.
  • Experience providing recommendation actions to include creation of corrective action plans necessary to resolve issues identified during security inspections, surveys, and self-assessments.

For the GS-12 position, experience must be at least equivalent to the GS-11 level:
  • Experience processing personnel security actions relating to SCI and Restricted Data for the determination of eligibility for access.
  • Experience analyzing security violations to determine the adequacy, appropriateness and consistency of corrective actions to prevent recurrence.
  • Experience providing security awareness briefings on the security requirements for protecting SCI material.

  • Knowledge of security principles, practices, laws, and regulations including those issued by DOE, the DNI and other relevant security entities to (1) implement policies and guidance related to the storage and safeguarding of SCI counterintelligence information; (2) manage the operations of the IN HQS SCIFs and Limited Areas; and (3) participate in Intelligence Community physical security working groups.
  • Knowledge of security principles, practices, laws and regulations in the areas of classified information storage, classification, and dissemination.
  • Skill in communicating orally and in writing to work effectively with Headquarters and field management, program managers, security technical experts, other security personnel and contractor employees.

There is no education requirement for this position however, education may be substituted for specialized experience only at the GS-11 level.

Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
