Summary

This position is located in the Financial Management Division, Office of the Executive Director, Bureau of Administration (A/EX/FMD). The incumbent manages a team of Budget Analysts and Support Services Specialists (Travel Specialists) in planning, organizing, coordinating and executing annual and multi-year budgeting in support of the Department's major substantive programs and complex worldwide operations.

Responsibilities

  • Directs staff in providing full range of budget formulation, justification, and presentation and execution functions in support of the substantive national and international programs administered by the Bureau.
  • Directs development of strategic and background documentation and justification for budget requests, presentations and submissions. Provides technical advice for program managers concerning budgetary and financial planning, analysis and execution.
  • Carries out full range of supervisory duties and responsibilities typical of first level supervisors in the Department that include directing the work of and establishing goals and objectives for Budget Analysts and Travel Specialists supervised.
  • Functions as technical authority and advisor to Division Chief and Office Director for A and IRM travel management programs; administers travel programs and provides oversight and advice to senior program managers and operational personnel.
  • Performs qualitative and quantitative program assessments; oversees development and implementation of new and comprehensive automated travel systems and automated booking systems.

  • This is a supervisory position.
  • New supervisors must successfully complete a 1 year probationary period.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience providing budget formulation, justification, and presentation and execution support of one or more substantive national and international programs.

Experience developing strategic and background documentation and justification for budget requests, presentations and submissions.

Experience providing technical advice and guidance to program managers concerning budgetary and financial planning, analysis and execution.

Experience administering travel programs and providing travel program oversight and advice to senior program managers and operational personnel.

Experience overseeing development and implementation of new and comprehensive automated travel systems and automated booking systems.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

There is no substitute of education for specialized experience for the GS-14 position.

Ability to communicate effectively, both orally and in writing.
