Summary

This vacancy is for a Survey Statistician position in the Field Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Analyzes findings, evaluates statistical limitations of data, and specifies the range of logically possible explanations.
  • Plans procedures for collecting and tabulating data, recommends new or improved methods, and presents findings.
  • Adapts a variety of methods and develops new procedures to statistical projects.
  • Plans, researches, and implements the full scope of investigative projects requiring application of statistical theory.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Relocation expenses may be paid.

Qualifications

Minimum Education Requirement:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

NOTE:
Additionally, to receive credit for coursework that is not cataloged on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach a copy of an official course description that clarifies the course has statistical content, or written documentation which must be on official school letterhead from a professor or a school official verifying that the content of the course has either met the 50 percent statistics course requirements or was a statistical course. If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience:

For the Grade 7 you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade 5 grade level in the Federal service. Experience for this position includes applying statistical techniques, methodology, and methods; experience with meeting deadlines; experience with evaluating critical factors and technical writing such as, reports of findings and methods; experience compiling data for technical reports analyzing and interpreting survey results.

OR

1 year of graduate level education or superior academic achievement.

For the Grade 9, you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade 7 grade level in the Federal service. Experience for this position includes applying statistical techniques, methodology, and methods; experience with meeting deadlines; experience with evaluating critical factors and technical writing such as, reports of findings and methods; experience communicating with management and other staff to relate progress of data collection operations and resolve issues and propose recommendations; experience with interpreting, adapting and applying organizational regulations, policies, precedents, and practices; experience compiling data for technical reports analyzing and interpreting survey results.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education.

For the Grade 11, you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade 9 grade level in the Federal service. Experience for this position includes applying statistical techniques, methodology, and methods; experience with meeting deadlines; experience with evaluating critical factors and technical writing such as, reports of findings and methods; experience communicating with management and other staff to relate progress of data collection operations and resolve issues and propose recommendations; experience with interpreting, adapting and applying organizational regulations, policies, precedents, and practices; experience compiling data for technical reports analyzing and interpreting survey results.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

For the Grade 12, you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade 11 grade level in the Federal service. Experience for this position includes applying statistical techniques, methodology, and methods; experience with meeting deadlines; experience with evaluating critical factors and technical writing such as, reports of findings and methods; experience communicating with management and other staff to relate progress of data collection operations and resolve issues and propose recommendations; experience with interpreting, adapting and applying organizational regulations, policies, precedents, and practices; experience compiling data for technical reports analyzing and interpreting survey results.

Education cannot be substituted for experience at this grade level.
