Responsibilities

WHAT DOES AN INFORMATION TECHNOLOGY SPECIALIST, (PC SERVER & WEB APPLICATIONS DEVELOPER) DO? An Information Technology (IT) Specialist (Systems Analysis/ Applications Software) PC Server & WEB Applications Developer uses a wide variety of information, knowledge, and tools to address complex system analysis and applications software assignments each day. As an Applications Developer, the work primarily involves the development and testing of software applications on a mainframe platform. In this role, you will be involved in conducting systems analysis to design, document, develop, modify, test, install, implement, and support new or existing applications software products within IRS organizational components. Once at the full working level of the position, the work will involve difficult and complex systems analysis and applications software assignments. At this level you will be responsible for the development of components of national projects and/or lead significant projects assigned to the local IRS installation or lead the local implementation of IRS-wide software projects with little supervisory oversight or guidance.

As an Information Technology Specialist (PC/Server and Web Applications Developer) you will:

  • Develop software applications for the PC/Server/web environment, such as SQL, JAVA, JAVA Script, Visual Studio .NET, Visual Basic, C# HTML, XML, IWeb Services and other web technologies.
  • As part of a large mission, draft project plans for a multifunctional development project in software analysis, design, development and implementation.
  • Identify resource requirements in conjunction with a major agency wide project and assign tasks to project members; report progress; ensure customer and management involvement throughout the software development process;
  • Resolve critical issues involving an IRS IT mission, affecting the configuration of the IT infrastructure and coordinating the demonstration of new and enhanced applications to customers and management.
  • Identify and correct weaknesses in critical performance parameters, and variances in achieving cost, schedule, and performance goals involved with a major agency wide project.
  • Investigate, evaluate and select tools and methods for improving productivity and software quality throughout the life cycle of a broad range of IRS IT applications.
  • Assess the feasibility of adopting new systems analysis or software design technologies within the current IRS IT systems environment.
  • Provide guidance to less experienced coworkers in solving programming problems.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Examples should include leading major agency-wide process improvement projects/initiatives; Planning and coordinating an agency-wide implementation of process improvement methods and concepts to improve the quality of software products; Serving as the principle advocate within the agency/organization for the application of process improvement concepts and practices; and Consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. In addition you must have the following experience with Object-Oriented Programming (i.e. PHP, Java, REACT) to develop web-based applications. Experience working Dynamic Stylesheet languages (i.e. SASS + LESS) generating watch files, compiling SCSS, creating variables and mixins. Using relational databases, basic query skills (IE MySQL) and basic optimization to store and retrieve data. Experience with responsive web design by utilizing modern CSS and HTML standards (i.e. CSS3, HMTL5). Experience with front end frameworks and libraries (i.e. JavaScript, jQuery) for front end development of web applications. Experience editing site information in Drupal UI including module install/uninstall, user account management and use of configuration manager. Creating configuration files in Drupal such as info.yml and menu.link files. Experience creating, customizing loading and defining custom libraries, and implementing other framework behaviors (i.e. Drupal). Experience editing site information in Drupal UI including module install/uninstall, user account management and use of configuration manager. Creating configuration files in Drupal such as info.yml and menu.link files. Experience using Drush commands to execute Drupal tasks. Theming frameworks (i.e. TWIG, BootStrap) for front end development of web applications. Creating and debugging twig templates and displaying variables passed from Drupal preprocessors. Experience leveraging version control software (i.e. GIT) and GIT shell commands. Experience with LAMP stack developer environment: Linux Operating System, Apache, MySQL, PHP environment configuration. Experience with object-oriented frameworks (i.e. Symfony) to deliver Drupal work products. Experience UnitTesting application code (i.e. PHPUnit) and writing PHPUnit tests for back end development.
