The Bureau for Management (M Bureau) executes the management platform for the United States Agency for International Development through oversight of financial management, acquisition and assistance, management policy, operational expense budget, information technology, and real estate and management services. M Bureau is also coordinating the Agency-wide restructuring.

Through a matrixed management approach, this position is located within the Bureau for Management, Office of Management Policy, Budget, and Performance (M/MPBP), but would directly support the Critical Coordination Structure (CCS) within the Bureau for Management, Office of Management Services (M/MS). M/MS provides logistical support and administrative services in Washington, DC and worldwide. Within M/MS, the CCS elevates the profile of and senior leadership engagement with continuity of operations (COOP), emergency management, readiness, and taskforce oversight for the Agency. The CCS works closely with M Bureau and Agency leadership on the aforementioned priorities, as well as supporting the agency in achieving the Journey to Self-Reliance, Transformation objectives, interpreting and integrating federal and agency policies, OMB guidance, and regulations.

The Policy Analyst position focuses on supporting strengthening USAID's operational readiness policy to meet the needs of an adaptive and responsive global management platform. Best suited candidates meet the following qualifications and would execute the listed responsibilities.

Duties and Responsibilities:
  • Serve as an analyst in the assessment and improvement of USAID's policies to strengthen USAID's management operations platform for operational readiness, making recommendations for implementation and compliance.
  • Assist in determining need for written policies and procedures, coordinating with key stakeholders, and drafting policy, procedures, and supporting resources.
  • Produce innovative and user-friendly data visualization tools for complex policies and procedures.
  • Support assessments of impact and implementation of management operations policies, including contributing to scopes of work and learning agenda questions, coordinating logistics for key informant interviews, synthesizing findings, and making recommendations for policy changes to streamline, improve accessibility and increase compliance.
  • Support the preparation of detailed plans, goals, objectives, operational or information technology requirements.
  • Demonstrate strong project management skills by developing and overseeing workplan for policy changes and requirements, coordinate working groups on complex issues to solicit technical and legal input, establish milestones, meet expected results, and communicate results, issues and challenges to senior management.
  • Present findings and recommendations on complex issues or problems impacting major programs.
  • Other operational performance tasks as assigned.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • Master's degree, ideally in Business, Public Policy or related field, with no experience required or a bachelor's degree and 3 years of experience with demonstrated project management and analytical skills
  • Experience in:
  • Analysis of requirements and making recommendations using a variety of qualitative and/or quantitative techniques to assess policies, processes, and/or systems
  • Coordinating to solicit input and engagement on key issues
  • Monitoring implementation and impact and implementing project improvements based on monitoring, assessments and/or evaluations
  • Communicating plans, proposals, and results using innovative techniques and visualization

Knowledge, Skills and Abilities:
  • Ability to use standard computer applications, such as the Microsoft Office Suite and Google Apps
  • Ability to work effectively both individually and as a member of a team
  • Ability to handle multiple tasks simultaneously and work within tight deadlines
  • Ability to plan, organize, and use time effectively
  • Strong written and oral communication skills
  • Strong analytical skills, qualitative and/or quantitative
  • Ability to obtain and maintain USAID Facilities Access (pass USAID background investigation)

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
