Serves as a land use planner and supports the division's efforts to maintain the heritage resources and/or land use elements of the county's Comprehensive Plan. Performs heritage resource planning and surveying activities. Researches land use, planning and zoning, and existing conditions of individual properties or areas that contribute to Plan amendments and special studies. Collects and analyzes data, evaluates existing conditions and trends, and conducts development review analyses. Prepares a variety of written materials including heritage resource assessments, research reports, staff reports, environmental assessments, planning studies and evaluations, and public hearing items. Makes presentations to senior staff, Architectural Review Board, History Commission, Planning Commission, and Board of Supervisors, task forces and/or community groups. Performs other duties as assigned.

Position may be underfilled as a Planner I; the Underfill Requirements are stated below in the Employment Standards section.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university in a planning-related field; plus three years of experience in a planning-related field. A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of two years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.

UNDERFILL REQUIREMENTS:
This vacancy will be underfilled at the level of Planner I (Grade S21, $51,805 - $86,341). The employment standards for the Planner I are: Any combination of education, experience, and training equivalent to Graduation from an accredited, four-year college or university in a planning-related field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Planner II.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Master's degree in historic preservation or planning or closely related field. Progressively responsible professional experience in heritage resources planning or comprehensive land use planning with an emphasis on heritage resources planning. Strong abilities in written and oral communications. Ability to handle multiple deadlines. Experience using word processing, database and GIS software. Experience working in a local government planning office and supporting public boards and commissions. Experience with Section 106 review, and local, state and national historic registers.

PHYSICAL REQUIREMENTS:
Position is primarily sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under 15 pounds in weight. Work assignments may also require that the employee make site visits and inspections. All duties performed with or without reasonable accommodations.
