Job Announcement

Works as a highly skilled and motivated individual to provide technical oversight for floodplain management and related activities that are within the purview of SWPD. Provides technical oversight for the county's participation in the National Flood Insurance Program (NFIP) and Community Rating System (CRS). Reviews floodplain and drainage studies completed in-house or under contract. Coordinates with the Department of Land Development Services (LDS) to ensure compliance with the NFIP for all development in the County's Special Flood Hazard Areas (SFHAs). Oversees updates and maintenance of a master stormwater projects GIS layer to support project implementation. Provides oversight for the county's pro rata share (PRS) program for off-site drainage improvements, and completion of annual calculations necessary to establish the assessment rate and credit components of the PRS program. Supports the development of hydrologic and hydraulic models for creation of the county's regulated floodplain layer. Manages and maintains all models and data associated with the county regulated floodplain layer. Works under the general supervision of the Watershed Planning and Evaluation Branch Chief.

Other work assignments may include:
  • Review of assigned stormwater capital improvement project plans to ensure compliance with federal, state and county requirements.
  • Participation in the consultant selection, negotiation of task orders in areas of work responsibility, and administration of task orders in accordance with DPWES contracting requirements.
  • Supporting development of work plan and budget.
  • Providing a leadership role in the county's flood response program during storm events that require the activation of the Stormwater Department Operation Center (DOC) and Fairfax County's Emergency Operations Center.
  • Promoting safety awareness and enforcing safety procedures.


Required Knowledge Skills and Abilities

Depending on the functional area of assignment:
  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
  • Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
  • Knowledge of real property descriptions;
  • Knowledge of environmental testing methods;
  • Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
  • Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
  • Ability to coordinate long-term, complex project plans;
  • Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
  • Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA).
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

Note: Required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

PREFERRED QUALIFICATIONS:
Three or more years of experience with FEMA's NFIP and CRS programs. Possession of the Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification. Ability to communicate effectively both verbally and in writing. Experience in completing floodplain and drainage studies, and demonstrated experience in the use of various Hydrologic and Hydraulic (H&H) computer models. Three or more years utilizing GIS for spatial analysis, and supporting H&H modeling. A working knowledge of pollutants associated with stormwater runoff and Best Management Practices (BMPs) utilized to control these pollutants. Understanding of the stormwater requirements as generally set forth under the Clean Water Act, Virginia Stormwater regulations, the County's Stormwater Ordinance and the Chesapeake Bay Preservation Act.

PHYSICAL REQUIREMENTS:
Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt. All duties performed with or without reasonable accommodations.
