Responsibilities

This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.

As a HUMAN RESOURCES SPECIALIST you will be responsible for the following duties:
  • Primarily responsible for payroll and timekeeping processes and transactions.
  • Provides support in several other HR functions, to include benefits, leave management, in and out processing, drug testing, and retirements and separations.
  • Provides advice and guidance to applicants, employees, managers, and supervisors on civilian personnel regulations, policies, and procedures.
  • Researches HR laws, policies, regulations, and reference material, analyzes information, selects appropriate approach and recommends corrective action.
  • Conducts audit control activities which include review and verification of personnel action entered in payroll.

Qualifications

This position is a Developmental DCIPS position. DCIPS Developmental level positions include GG-07 and GG-09. Federal Government employees, who currently are GS/GG-07, GS/GG-09, or equivalent, may only apply for lateral reassignment at their current grade level and step. Those selected at the GS/GG-07 or GS/GG-09 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process.

Demonstrated specialized experience, through academic and professional achievement, required for this position: For the GG-07:
1. Practical knowledge of personnel activities to include one or more of the following: payroll and time-keeping, benefits, leave management, drug testing, in and out processing, and retirements and separations..
2. Practical knowledge of human resources management (HRM) principles, concepts, regulations and practices, analytical methods and techniques and sufficient to provide advisory service and develop policy interpretations; to resolve HRM problems; identifying and proposing solutions to HRM problems and issues; and evaluate and recommend overall plans and proposals for HR projects. .
3. Ability to coordinate with others; work closely with managers to gain acceptance; and to advise on policy and program issues in all functional areas of HRM..
4. Knowledge of and proficiency in the use of personnel management applications, systems, and procedures as required to accomplish work assignments.
5. Skilled in written and verbal communications to prepare briefs, proofread edit and write reports, awards, correspondence, instructions, and guidance and to present briefings.
6. Coordinates tasks, meetings, and developing common ground solutions. .

For the GG-07: At the GG-07 level, it is preferred candidates possess a bachelor's or equivalent degree (see education section for preferences below).

For the GG-09:
1. Experience with a wide range personnel activities to include one or more of the following: recruitment and placement, position classification, workforce restructuring, performance management, awards and recognition, data systems, employee benefits, entitlements and allowances, employee relations, promotions, and employee development.
2. Applies Human Resources Management (HRM) principles, concepts, regulations and practices, analytical methods and techniques and sufficient to provide advisory service and develop policy interpretations; to resolve HRM problems; identifying and proposing solutions to HRM problems and issue; and evaluate and recommend overall plans and proposals for HR projects.
3. Utilizes personnel management applications, systems, and procedures as required to accomplish work assignments.
4. Coordinates tasks and meetings within a diverse environment of military, civilian federal and contractors to advise on HRM policy and program issues
5. Advise and assist management officials and personnel on general and specialized aspects of civilian personnel programs.

For the GG-09: At the GG-09 level, it is preferred candidates possess a bachelor's or equivalent degree and must have greater than 12 months relevant experience. If substituting education for experience, at theGG-09level,a Master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such as degree or PhD.
