Summary

A successful candidate in this position will serve as an Supervisory Operations Research Analyst is responsible for overseeing scientifically based quantitative analyses of NNSA programs and projects in order to justify their cost, scope and schedule baselines, as reported to Congress.

Responsibilities

As an Supervisory Operations Research Analys, you will:
  • Serve as a subject matter expert for cost estimating, life-cycle cost analysis, cost modeling and the development of cost databases, risk management, and operational research.
  • Exercises delegated managerial authority to establish a series of annual, multiyear, or similar types of long-range work plans and schedules for in-service or contracted work.
  • Provide technical and subject matter expertise of a professional scientific nature to the Director, Office of Cost Estimating and Program Evaluation, and to the
    Administrator, NNSA; as well as to senior leadership of NNSA programs.
  • Provide guidance, analysis, and methodology to the staff for use in programming, and budgeting and resource allocation.
  • Perform program analysis, including identification of key risks and issues, resource alternatives, and programmatic recommendations, and informs and guides resourcing and programming direction in order to develop NNSA's Future Years Nuclear Security Program (FYNSP) budget submission under a PPBE process.
  • Create and implements policy guidance and direction for cost estimation, program evaluation, and data collection.
  • Implement initiatives to establish a PPBE process, cost analysis, and program evaluation capability in NNSA and provides authoritative guidance, analysis, and methodology for use across the NNSA in programming, budgeting and resource allocation.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service (NQ-03 or GS-14). Experience conducting cost estimates of major acquisition programs or utilizing scientific inquiry and analysis to lead program cost and schedule, scope performance; supporting program management and/or oversight of major acquisition programs (one hundred million to multi-billion dollar in value); provide recommendations and/or options on resource allocation of major acquisition programs to inform multi-year budgets.

Examples:
  • Directs, conducts, and/or leads the development of Independent Cost Estimates for major acquisition programs.
  • Provide expert cost analysis during all phases of the execution of capital projects to inform and/or update project baselines.
  • Directs, conduct, and/or leads independent data-driven program analyses and evaluations to inform multi-year budget decisions and resource allocations.

  • Knowledge of scientific in the application of advanced analytical, mathematical, and statistical theories, principles, concepts, methods, and techniques related to: statistical analysis; parametric and non-parametric analysis; computer modeling; decision theory; mathematical programming; regression analysis; and economic analysis; cost estimating and program evaluation for a broad spectrum of programs; direct a staff of professional operations research analysts in agency-wide functions and to serve as an agency-wide authority and management advisor on cost estimating and program evaluation methods, systems, and programs.
  • Knowledge of Planning, Programming, Budgeting and Execution (PPBE) principles, concepts, and methodologies as applied to Federal Government programs. Level of expertise must be sufficient to provide agency guidance, analysis, and methodology for use in programming, and budgeting and resource allocation for NNSA programs.
  • Knowledge of the application of management principles, practices, methods, and techniques necessary to provide technical and administrative direction to a professional staff engaged in analytical work of national scope and to manage budgetary and material resources required to accomplish the mission and functions of the office.
  • Ability to communicate effectively, both orally and in writing, with a variety of audiences, including technical, professional and administrative specialists at all organization and hierarchical levels.

    Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower grade/band, i.e., GS-14 or NN-04 or NQ-03, by the cut-off dates specified above to receive consideration.

    Education

    EDUCATION:
    Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

    Position requires positive education: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Please note: You MUST provide college transcripts supporting any education claims in your application before the closing date.
