Summary

This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service (EDU) and serves as the Management and Program Analyst for the Policy and Regulations team.

Responsibilities

  • Performs first level review of GS 13 Management Analysts, regulatory amendment drafts concerning Part 21 of title 38 CFR.
  • Promulgates regulations with little or no assistance from their inception to the final publishing.
  • Drafts detailed guidance that addresses the most complex implementation issues facing the service.
  • Reviews the work of GS-13 team members and trains and collaborates with them to improve regulation drafts, other deliverables and team processes.
  • Trains team about the processes of rulemaking and facilitates their responses to OOREG, OGC and OMB pass backs.
  • Reviews other work products of GS-13 teammates including technical assists, policy advisories, Congressional inquiries etc. for quality and consistency prior to submission to the Team Chief for review.
  • Drafts and/or reviews/edits policy advisories addressing the most complex implementation issues facing EDU.
  • Provides decisive clear technical assistance to Congress regarding language in draft legislation in coordination with the chief of the Legislation and Strategic Implementation team.
  • Reviews and interprets decisions of the Board of Veteran's Appeals, Court of Appeals for Veterans Claims and Federal Circuit Court and works with the Office of General Counsel independently to determine if relevant regulations and policies require changes as a result.
  • Serves as a point of contact for the VBA FOIA/Privacy Office, spearheading the search, and delivering search results to said office.
  • Represents EDU at meetings and conferences and may called upon to address internal or external audiences provide expertise contemporaneously.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14: 52 weeks at the GS-13 level.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: experience conducting independent research and analysis of information; answering legal queries on various subjects; researching and analyzing laws; drafting policy or procedures based on an understanding of pertinent laws; reviewing work of and training subordinates.

Relocation Expenses: Relocation expenses are authorized for this position. The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. Permanent Change of Station is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
