Summary

This position is located in the Department of Labor's (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), the Office of the Senior Procurement Executive (OSPE). The OSPE is responsible for the management and direction of DOL's acquisition system and mission.

This position is outside the bargaining unit.

Responsibilities

Major duties for this position include, but are not limited to, the following:
  • Manages major and often complex programs such as nationwide Information Technology services which require long-range planning, scheduling, and problem-solving abilities based upon a solid foundation of contracting methods and contract types.
  • Assist in developing work statements and analyzes technical and business proposals critically.
  • Advises customers on acquisition-related roles and in the development and implementation of strategies needed to assure supplies and services are available when needed to meet mission requirements.
  • Communicates procurement information to internal and external audiences regarding acquisition process and procedures.
  • Ensures contractual documents are prepared in accordance with applicable regulations.
  • Applies precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at the appellate courts of board.
  • Supervise a staff of junior acquisition professionals, manage day-to-day workload, and provide assistance to leadership.
  • Evaluates the work and performance of subordinates.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

BASIC REQUIREMENTS

A. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

B. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for position they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

In addition to the Basic Requirements listed above, applicants must also meet the following:

For the GS-14 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is defined as experience interpreting Federal Acquisition Regulations; planning, organizing, directing and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process; reviewing contracting processes and recommending improvements; overseeing and/or leading lower graded employees through the pre-award and post-award contracting functions; possessing a FAC-C level III or DAWIA level III certification in contracting and experience as a Contracting Officer, issuing solicitation and awards as necessary; and developing and adhering to operational procedures to ensure compliance with established policies and regulations.

CERTIFICATION REQUIREMENT:

Applicant is required to be certified as Level III in the contracting career field as defined in the Federal Acquisition Certification for Contracting (FAC-C). FAC-C Level III certification must be completed and maintained within established guidelines, incumbent may be removed from this position if certification requirements are not maintained.

Incumbent must file a Confidential Financial Disclosure Report (June 2008. SF-450) and comply with the requirements of the Procurement Integrity Act (P.L. 100-679).
