Summary

For SSA to meet the service expectations of the public as technology evolves, there is a need for executive-level leadership to develop and execute the agency's over-arching strategy that brings together an intuitive service channel direction to customers along with content management. This involves directing the agency's overall design, maintenance and continuous improvement of information on the agency's public-facing site by educating and encouraging customers to engage first via the web.

Responsibilities

The Executive Advisor is the agency's lead with responsibility for overseeing the development, clearance, and placement of content on the agency's external website and continuously evaluating the quality and effectiveness of information to assess and measure impact on customer service delivery and ease of use. The incumbent is responsible for linking SSA IT Modernization and customer service product application strategic goals and objectives (web first strategy).

S/he ensures SSA customer services are congruous with the SSA mission and President's Management Agenda by:

Coordinating closely with internal collaborators in Systems and Communications to ensure messaging content is clear, understandable, and impactful, resulting in the desired outcome of customers choosing to conduct business conveniently and smoothly with the agency via a web service channel.

Creating and maintaining service channel parity with best customer experience in order to optimize and provide a consistent level of service across all service channels.

Establishing and maintaining agency external internet customer service vision, policies and standards.

Fostering partnerships with public and private entities to solve global online service delivery issues and develop a global customer service delivery infrastructure supportive of the agency's customer service delivery goals.

Developing and executing unified strategies for development, clearance, and placement of content on the agency's external website to result in a positive and streamlined customer experience.

Unifying information and transactions for the agency's external website as new services are developed emanating from changes in laws, regulation, and policy to create an intuitive website and improved customer experience.

Ensuring all external facing website activity is anticipatory of the ever-changing customer environment, is responsive to customer demands throughout their life phases, and establishes and executes compassionate and dynamic services that are responsive to the changing customer landscape.

Collaborating with internal components, other Government agencies, and the private sector to design and test specific online services that shape the agency's vision and delivery of customer service to the public.

In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).

Qualifications

As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Mandatory Professional/Technical Qualifications (MTQ), and the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs) :

  • Senior level experience working across organizational lines to develop and direct web content for a public facing website in order to improve customer service delivery.

    (1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
