Summary

This position is located in the Office of Talent Management (OTM), Labor Management Operations within the Veterans Benefits Administration (VBA). The primary purpose of this position is to serve as the Supervisory Labor Relations, Employee Relations and Performance Management Program Manager. Incumbent is responsible for the execution, evaluation and oversight of these HR programs for OTM serviced offices.

Responsibilities

Major duties include:
  • Serves as the Labor Relations, Employee Relations and Performance Management and Awards Program Manager.
  • Provides technical advice and guidance on all aspects of the Labor Relations, Employee Relations and Performance Management and Awards Programs.
  • Formulates policies and guidelines; reviews existing and new proposed business practices; and recommends changes to ensures continuous improvement.
  • Provide oversight of the development of briefings or training sessions for senior level managers.
  • Evaluates guidance from OPM, VA and MSPB decisions to determine applicability to VBA.
  • Serves as a mentor to HR management leadership and generalist, providing development consultation, research assistance, advice, and guidance.
  • Supervises a group of GS-13 and GS-14 employees engaged in Labor Relations, Employee Relations and Performance Management and Awards program management functions.
  • Initiates minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases.
  • Keeps employees informed on management goals and objectives, as well as changes in regulations, policies, and procedures governing work.
  • Reviews work; approves and disapproves leave and makes selections of employees from referral list.
  • Assigns work to employees based on selective consideration of such factors as the difficulty and requirements of
  • assignments; availability, capability, and special qualifications employees and workload.
  • Provides guidance, advice and impact assessment related to national level initiatives.
  • Advises operating offices on unusual, complex, or difficult problems.
  • Identifies employees training needs, locates sources, and initiates training requests.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2020.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility.
    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing complex employee relations and labor relations matters, including advising senior management and supervisors on formal and informal investigations, reports and evidence files, adverse/disciplinary actions, performance management, leave administration, complaints, and appeals. Researching and analyzing ER/LR matters, understands impact of various approaches, and makes appropriate recommendations to senior officials. Experience in leading a team in identifying, distributing and balancing workload and tasks among the team in accordance with established workflow, skill set or occupation specialties

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
