About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties.

Responsibilities

  • Coordinate and administer Inter-Service Support Agreements and Memorandums of Understanding.
  • Serve as Funds Certification Officer.
  • Manage budget administration and execution.
  • Formulate and justify budget requests.
  • Interpret accounting and budgetary information in the General Fund Enterprise Business System (GFEBS).
  • Serve as Governance, Risk and Compliance (GRC) Administrator.
  • Advise Command on the approval of funding requests and expenditure funds.
  • Establish internal controls and audit programs for resource management in accordance with governed regulations.

USAMRICD is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes:

1) Providing technical guidance on budget formulation and execution, such as processing commitments, obligations, and cost transfers into the General Fund Enterprise Business System (GFEBS);

2) Interpreting and applying budgetary guidance in order to assess its impact on programs and funding levels; AND

3) Developing policies for budget formulation and submissions.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-03/GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Education
