Position Information

These are limited term positions for a period of up to 6 months.

Arlington County is seeking to fill multiple Contact Tracer positions to support community outreach and intervention services related to COVID-19 virus tracking and tracing. These Contact Tracers will interview members of our community who have been in contact with individuals with a probable or confirmed COVID-19 infection and offer related information and community resources. This position offers a unique opportunity to learn important and essential customer service skills in a public health setting and apply them for the benefit of our community.

The Contact Tracers will serve as a member of the Arlington COVID Support Team (ACST) to fortify efforts to control the pandemic in Arlington County.

Specific duties include:
  • Providing extensive proactive community outreach and intervention by contacting individuals identified as a close contact of a known positive case of COVID-19 to determine if they are symptomatic and to advise on what to do if they develop symptoms and of opportunities for testing;
  • Assessing persons who have been in close contact with someone with probable or confirmed COVID-19 to assess exposure, refer for testing if symptomatic, and enroll in the Monitoring Program;
  • Providing information about the COVID-19 virus and symptoms, and offering public health guidance on quarantine protocols, health monitoring, and additional methods of disease prevention and control;
  • Reaching out to cases and contacts during the isolation and quarantine monitoring periods to perform daily health assessments and advising on follow up for testing or medical care; and
  • Entering accurate interview data into a database and following all county policies and procedures for maintaining records.

Selection Criteria

Language proficiency: English/Spanish.

Minimum: Graduation from a standard high school or GED certificate or the equivalent, fluency in English, plus customer service or case management experience that includes providing information on health or human services and/or programs, or local government programs or services, or directly related experience.

Substitution: College coursework in a human services-related field may be substituted for up to one year of experience on a year for year basis.

Desirables: Preference may be given to applicants with one or more of the following:
  • Experience providing customer or case management services and information on local government programs or services related to public health particularly infectious diseases, or similar experience;
  • Experience working for Arlington County;
  • Previous/current case experience in case investigation;
  • Successful completion of the John Hopkins or Association of State and Territorial Health Officials (ASTHO) online contact tracing training;
  • Bilingual ability in one or more of the following languages: Spanish, Vietnamese, Korean, Mandarin, Arabic, Urdu, Farsi.


Special Requirements

  • An assessment of oral Spanish proficiency will be required before a candidate can be appointed to the bilingual position(s). The incumbent in the position(s) will receive the language pay premium on all hours worked and on paid leave hours.
  • Must be able to work remotely with ready access to high-speed internet and technology to support remote work and to participate in virtual training. Accommodations can be made as required. Once onboarded, employees will be provided adequate technology to support remote work.
  • Must be proficient in the use of mobile phones and Microsoft Office applications.


Additional Information

Hours of work: This is a temporary position in response to needs resulting from COVID-19. Shift work is required with hours during evenings and weekends.

The actual job class for this position is Human Services Aide VI.

Permanent Arlington County employees who are selected will be assigned to these positions on a limited-term, developmental basis. The pay rules of Administrative Regulation 2.7 (Chapter 7) and the Regulation for Overtime Compensation and Premium Pay will apply to these developmental assignments.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
