Position Information

Are you looking for a dynamic and challenging position working with older adults, vulnerable populations and caregivers? The Aging and Disability Services Division (ADSD) in the Department of Human Services (DHS) is seeking an experienced professional to manage its Area Agency on Aging (AAA) program for the County. This position will oversee all Older Americans Act funded programs, and execute the annual Area Plan state contract with the Virginia Department of Aging and Rehabilitative Services (DARS). In addition, this position manages the Aging and Disability Resource Center (ADRC), the intake unit for all AAA programs that assesses client needs and links them to other services.

Specific duties include:
  • Planning, developing, and initiating federal programs funded by the Older Americans Act and monitoring contracts with agencies/subcontractors that provide services for older adults, in collaboration with other programs operated by ADSD;
  • Overseeing all AAA programs, including the ADRC and collaborating with County partners and community agencies who serve older adults and caregivers to identify and address client and community needs;
  • Supervising front-line clinical and administrative staff to include assigning, reviewing, evaluating work performance and providing clinical guidance on complex, difficult cases;
  • Developing policies, procedures and programs to create a comprehensive, coordinated system of home and community-based care;
  • Overseeing the development and monitoring of a multiple-funding source budget while interpreting federal and state regulations to assure expenditures are made in accordance with guidelines and providing analysis for preparation of the AAA program budget;
  • Providing staff support to the Commission on Aging, ensuring staffing for various committees and events, and preparing reports for the Commission;
  • Developing Requests for Proposals (RFP's) and grant proposals, writing scopes of work, and overseeing contract services to ensure compliance;
  • Responding to clients, the community, the County Board, and other elected officials about concerns and issues regarding AAA services;
  • Evaluating changes in demographic data, policy and budgetary, and industry trends in order to identify service gaps, to develop new programs, and set priorities;
  • Developing performance measures for programs, evaluating effectiveness of programs and services provided; assisting program supervisors to design quality control procedures and making changes as necessary to increase effectiveness; and
  • Reviewing current legislative events or regulatory requirements as they occur to assess impact on the AAA’s and Division’s programs and ensuring that programs comply with internal and external regulations and requirements.
The successful candidate will have a thorough knowledge of aging issues including physical, mental, social, economic, and environmental factors.

About the Program:
The AAA is responsible for implementation and evaluation of Older Americans Act programs in support of ADSD. AAA program oversight includes: Nutrition (Home-delivered, Congregate), Transportation, In-home services, Legal Services, Money Management, Long-term Care Ombudsman, VICAP Medicare Counseling and the Aging and Disability Resource Center (“ADRC”). The ADRC serves as the No Wrong Door entry point for clients of the Community Supports and Coordination Bureau (“CSCB”) within the division. In addition to assessing client needs and linking them to other services, staff in this unit serve as Options Counselors and Service Coordinators providing direct clinical services, crisis intervention and stabilization, and short-term case management.

Selection Criteria

Minimum: A Bachelor's degree in Social Work, Counseling, Psychology, Gerontology, Public Administration or a closely related field plus extensive experience managing a network of services and supports for specific populations, administering public programs or managing social work services. A Master's degree is preferred.

Substitution: A combination of education and required experience that demonstrates a thorough knowledge of the issues and services related to aging and older adult (60+) populations may substitute for the education requirements on a year for year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • A Master's degree in Social Work, Counseling, Psychology, Gerontology, Public Administration or a closely related field;
  • Program management including analysis and strategic planning of a wide range of long-term services and supports for adults (age 60+), vulnerable populations and caregivers;
  • Experience providing direct clinical services, crisis intervention and stabilization, and short-term case management to older adults with high acuity needs (i.e. homelessness; serious mental illness; risk of abuse, neglect and exploitation);
  • Experience in an Area Agency on Aging, development of budgets and reports for the state unit on aging, fiscal management and budget experience;
  • Experience utilizing PeerPlace database, the required system of record for all Area Agencies on Aging in Virginia;
  • Staffing/participating on advisory boards, and/or and ability to analyze community viewpoints and incorporate them into effective program and planning activities; and/or
  • Public speaking, event planning/coordination outreach and community organizing.


Special Requirements

A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or willingness to use alternative modes of transportation. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. An offer of employment may be contingent upon a favorable review of the applicant's driving record. A state of Virginia Central Registry check will be performed.

Additional Information

Work Hours: 8am to 5pm, Monday through Friday (flexible); evening and weekend work is required regularly. Travel to state and regional meetings is required.

This position is a part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on a review of qualifications and experience. Pay potential will be based on performance and employee development.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
