An Overview

As Superintendent of Traffic Operations, you will be responsible for the day-to-day oversight of all aspects of the Traffic Operations division, to include traffic signals, parking meters, signs, pavement markings, streetlights, and the City impound lot. As technology for traffic signals and parking meters rapidly evolves, you will be responsible for evaluating new technology, embracing advances, and implementing new technologies that help meet the City’s goals and objectives.

We are seeking a Superintendent of Traffic Operations to fill a key management position in our organization.

The Opportunity
  • Plans, organizes, and manages the Traffic Operations Division's field operations including signs, signals, parking meters, pavement markings, street lights, impound lot, and special projects;
  • Directs, supervises, and evaluates work crew staff who install and maintain traffic, pedestrian and parking control systems;
  • Assigns, reviews and evaluates the work of subordinate staff;
  • Conducts field inspections to ascertain quality of work and to make necessary corrections;
  • Initiates and drafts contracts and agreements for work related to traffic operations, e.g., signal installation, pavement markings, and other operational activity needs, etc.;
  • Provides management oversight for City contractors related to traffic operations;
  • Recommends changes to improve the efficiency and productivity of the section to the Division Chief, i.e., new technology and equipment;
  • Participates in the preparation of the operating budget for the section and manages operations, project expenditures, and requisitions;
  • Analyzes data and records to support forecasting for staffing, equipment and safety awareness, inventory and procurement of supply and materials;
  • Develops and implements Work Zone Traffic Control plans for internal City jobs based on Virginia Work Area Protection Manual; Reviews contractor work zones for compliance with Virginia Work Area Protection Manual;
  • Monitors City’s service request and work request portals to ensure service requests are addressed in a timely manner and work requests are entered by field staff for work completed;
  • Serves as the Transportation & Environmental Services (TES) departmental representative on the citywide Special Events Committee and coordinates all department activities related to special events;
  • Plans, organizes, and implements preventative maintenance and inventory management programs
  • Performs overtime and emergency work as required.

The Ideal Candidate

To qualify for this position, all candidates must possess a t wo-Year College Degree; three years of work experience in field construction and maintenance of traffic control facilities including managing people and multiple concurrent projects and one year of experience in special events coordination for traffic operations; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Employees must possess a valid driver's license issued by state of residence.

The be considered an ideal candidate one should have all of the above minimum qualifications, as well as: five years of work experience managing employees or contractors in a field construction and/or field maintenance setting; three years of work experience in traffic signal troubleshooting and maintenance; IMSA Level II Traffic Signal Certification; experience developing and managing operating and Capital Improvement Program (CIP) budgets: experience developing specifications for invitation to bid documents; Virginia Department of Transportation (VDOT) or American Traffic Safety Services Association (ATSSA) Work Zone Certification; and the ability to prioritize multiple competing work objectives.
