IT Coordinator - Permitting System

An Overview

The Information Technology Services Department (ITS) is seeking an Information Technology (IT) Coordinator who will be permanently deployed and dedicated to supporting the Department of Code Administration (CA) for the City. The IT Coordinator will provide hands-on technical support of key CA software systems while serving as the lead liaison between CA and ITS. This position will focus heavily on the ongoing maintenance and continual improvements of the City’s Permitting and Land Management system as well as take the lead in leveraging other technology to facilitate improved efficiencies across the CA department. The IT Coordinator position will be performing software configuration, production support, troubleshooting, testing, end-user access support, and mobile workforce support in both hardware and software products. The selected individual should bring a mix of analytic ability, technical knowledge, and the ability to communicate and coordinate actions between the departments.

The Opportunity

As the IT Coordinator and valuable member of the Code Administration Department, you will:
  • Serve as the department representative on all information technology issues
  • Plan, develop, test, assist in administration and management of the City’s Permitting and Land Management System - Energov.
  • Provide technical support and assist in administration of mobile permitting applications - Energov’s IG Apps
  • Provide troubleshooting with mobile workforce including assisting with mobile device management, mobile printing, and mobile connectivity.
  • Provide technical support and assist in the administration of permit payment applications - Tyler Cashiering, BridgePay, and Elavon
  • Manage and support Permitting and Land Management System’s scheduling software - Q-Flow
  • Plan, develop, conduct, and administer department-wide Energov training for staff
  • Coordinates with City’s ITS Department to plan, develop, and implement improvements in technology across the department
  • Serves as the liaison to the IT Help Desk and participates in Citywide IT Coordinator meetings
  • Supports CA department’s emergency response efforts
  • Performs related work as required


The ideal candidate will demonstrate:

A sound understanding of information technology infrastructure components, such as mobile devices, networks, workstations, servers, and firewalls necessary to assist in problem determination and troubleshooting. Good written and verbal communication skills, good organizational skills, and good analytical skills are necessary to be effective in working with end-users and ITS. Experience supporting functionally complex software applications.

About the Department

The Department of Code Administration works in partnership with our customers (residents, architects, engineers, contractors, developers, business and building owners) as part of a team dedicated to ensuring the safety of our built environment. Our objective is to work in concert with our customers to administer the provisions of the Virginia Uniform Statewide Building Codes (USBC) including the Virginia Construction Code, the Virginia Rehabilitation Code, and the Virginia Maintenance Code. In addition, we are responsible for ensuring compliance with the City Code nuisance and development provisions. We achieve this by providing world-class customer service, efficient and timely plan review; consistent inspections, and proactive education and training of our customers on requirements and purpose of the code.

Minimum & Additional Requirements

Two-year college degree; Customer support relationship skills; ability to interface with management, vendors, and other departments in support of technology needs; working knowledge of information management systems and previous experience providing technical support or training to end-users; completion of college-level courses in computer science, information management, accounting, and/or business administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Four-year college degree; experience in analysis of departmental activities and functions, and in the design of solutions for accomplishing work through computer and telecommunications technology; knowledge of project management principles; knowledge in permitting and land use management applications; skill in detecting, tracing, and eliminating mistakes in computer programs, hardware failures, network interface issues; ability to train employees in the methods and procedures used in the operation of software systems; ability to be a change agent to assisting in adoption of new software products and features.
