Summary

This position, located in the Court's Office of Information Systems, reports to the Deputy Clerk, Chief Information Officer and provides assistance with the support and maintenance of the Court's case management system (DAWSON).

Responsibilities

Software Development
  • Support the development and implementation of the Court's case management system (DAWSON). This includes:
    • Maintaining the Court's code repositories.
    • Using the tools and languages within the Court's DevSecOps pipeline for DAWSON such as CircleCI, GitHub, Slack, Terraform, JavaScript.
    • Participating in software and hardware evaluation and assessment.
  • Assist with the planning and implementation of software related cyber security.
  • Review vendor-produced code to ensure that it is tested and secure.
Customer Service
  • Provide information, assistance, and helpdesk support to internal and external DAWSON users.
Administrative Activities
  • Support and train users in developed applications through documentation and hands-on sessions.
  • Author software documentation to establish and explain product functionality.
  • Support installing, documenting, establishing administrative procedures for the Court's software.
Work at the higher grades: This position provides a progressive career ladder with full- performance level to the GS-11. In order to progress through the career ladder, an employee must work at least 52 weeks at the next lower grade, must be performing their current position at a fully-successful level, and must show evidence of performing duties at the next higher grade level. Promotion consideration is subject to the supervisor's discretion.

  • All Court employees are required to adhere to the Code of Conduct for US Tax Court Employees.
  • Employees of the U.S. Tax Court are considered "at-will" employees, and, as such, may be terminated with or without cause.
  • Employees will be required to complete a 52-week probationary period.
  • Males must abide by Selective Service registration requirements.
  • Favorable suitability determination - Selection of this position is contingent on a favorable suitability determination and security background check, to include credit check, Federal income tax check and criminal check. A candidate selected for this position must be current on his or her Federal income tax obligations before employment with the Tax Court, and remain current at all times while employed by the Tax Court. Continued employment post appointment is subject to satisfactory completion of the background investigation and credit check, and favorable adjudication. A background reinvestigation or supplemental investigation may be required at a later time.

  • The Federal Financial Reform Act requires direct deposit of federal wages for Court employees.


Qualifications

Candidates must possess specialized experience which is experience directly related to the position to be filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position as described in this vacancy announcement.

Specialized Experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience for this position that can be concurrent include:
  • A minimum of two years of experience in programming applications, with equal emphasis on client-side and server-side browser-based technologies as well as serverless microservices. Preference given for experience with React, NodeJS, and AWS Lambda.
  • Experience with software development life-cycle processes and procedures for DevOps and Continuous Integration/Continuous Development (CI/CD), including containers, issue tracking, automated testing tools, and source control management. Preference given for experience with CircleCI, GitHub, SonarQube, OWASP ZAP, and Docker.
  • Experience with Not Only SQL (NoSQL) and SQL database technologies. Preference given for experience with AWS DynamoDB.


Education

Certifications: Technical degree in mathematics, statistics, or computer science preferred but not required. Incumbent must have or successively achieve within one year of appointment a CompTIA Security+ certification and at least two of the certifications listed below (or their equivalent) to continue employment.
