Duties

Summary

The position is located in the Office of the Registrar (REG), Office of the Executive Director (EX), the Foreign Service Institute (FSI), U.S. Department of State. The incumbent of this position carries out a wide range of analytical and evaluate studies and serve on the team that manages the Student Training Management System (STMS) and all associated data systems where the functionality is defined as the collection and maintenance of academic records.

Responsibilities

  • Provides expert guidance related to academic records data collection and dissemination by recommending and developing options for program management streamlining in response to new legislative procedures and Departmental policies.
  • Conducts management analysis and studies to determine the effectiveness, efficiency and performance of the collection, storage, and reporting functionality of all FSI academic records to include course, student and fiscal data.
  • Runs queries/reports and provides automated and written management reports for the Executive Director, for upper management, Foreign Service Institute (FSI) schools, and other agencies.
  • Prepares or ensures the preparation of statistical and program reports for management and staff of all levels, within Foreign Service Institute (FSI), the Department and other agencies.
  • Serves as a liaison on STMS policy and process matters for system users and technical systems personnel within the immediate office, FSI-wide, and with other users within the Department whose systems interface with STMS.
  • Ensures the validity and integrity of all data contained in the corporate Student Training Management System (STMS) database.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience analyzing and evaluating programs.

Experience drafting policies, procedures and administrative guidelines for an office or organization.

Experience providing automated and written reports to management.

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.
