Duties

Summary

This position is in the Office of Administration (OA) of the U.S. International Development Finance Corporation (DFC). The incumbent supports the DFC's Records Management Program; ensures agency compliance with applicable Federal laws and regulations; ensures that the proper documentation of all Agency activities, decisions, policies, and procedures is created and preserved and that appropriate disposition of records (in all formats) is carried out.

Responsibilities

  • Maintains, preserves, and disposes of official Federal records held or created by DFC.
  • Follows written policies and procedures on all records management activities.
  • Classifies recorded material, coordinates transfer and retrieval of records to be or currently stored in Federal Records Centers, and assists in maintaining the inventories of records transferred to the National Archives and Records Administration.
  • Coordinates with departments in their handling and disposition of various records series and media types (e.g., official personnel folders, payroll records, procurement files, project documents, etc.).
  • Determines whether material is record or non-record, assists in analysis and development of records management systems; and maintains expertise in information technology including electronic records management systems and related technologies.
  • Inspects files to ensure compliance with official records management policies and procedures. Implements periodic program reviews/audits of decentralized records and information in the agency.
  • Serves as technical consultant to the agency on records management questions and issues.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to manage the disposition of records held or created by an organization; provide technical advice and guidance on records and information management requirements and systems; conduct annual reviews of decentralized agency records and information; and develop and present briefings and/or trainings to inform agency employees of their record keeping responsibilities.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
