Responsibilities

The duties for this position include but not limited to:

Provides guidance to program staff on pre- and post-award acquisitions and contract activities.

Monitors contractor performance in relations to the completion schedule required by the contract.

Analyzes requisition requirements and determines the appropriate procurement method.

Attends evaluation meetings to monitor the process for adherence to established regulations and policies.

Assists in planning and conducting negotiations on price, technical requirements, and terms/conditions of the contract.

Coordinates the establishment of the technical evaluation panel to review and score the technical proposals.

Works with internal and external stakeholders to clarify matters, respond to information requests, and resolve issues related to contracts.

Negotiates contracts with suppliers, vendors, and other representatives.

Compiles information from electronic web-based systems to prepare analysis and reports in support of workload and contract awards.

Prepares procurement instruments (e.g., contracts, purchase orders) to ensure inclusion of all pertinent contract clauses, terms and conditions to comply with guidance and regulations.

Qualifications

BASIC QUALIFICATION REQUIREMENTS FOR THE GS-09 AND GS-11 GRADE LEVELS:

A. Must have a 4-year course of study leading to a bachelor's degree with a major in any field. (You must submit transcripts).

OR

B. Must have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit transcripts).

OR

C. Must currently occupy a GS-1102 position and have continuously occupied that position since January 1, 2000. (You must submit your SF-50). This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. (You must submit your SF-50).

AND

ADDITIONAL QUALIFICATION REQUIREMENTS FOR THE GS-09 GRADE LEVEL:
In addition to meeting the Basic Qualification Requirements indicated above, candidates must also:

A. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service determining appropriate contract vehicles (e.g. purchase orders, blanket purchase agreements, etc.) to plan and carry out acquisition actions; developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages; evaluating vendor offers for responsiveness; and responding to and resolving common acquisition issues/questions. NOTE: Your specialized experience must be clearly defined in the resume.

OR

B. EDUCATION: Must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.B. or J.D., if related to the work associated with this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If this information cannot be obtained from the school, 18 semester hours will satisfy the 1 year of full-time study requirement. NOTE: The transcript must reflect the date your degree was conferred/awarded.

OR

C. COMBINATION OF EXPERIENCE AND EDUCATION: Must have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 grade level.

ADDITIONAL QUALIFICATION REQUIREMENTS FOR THE GS-11 GRADE LEVEL: In addition to meeting the Basic Qualification Requirements indicated above, candidates must also:

A. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience, equivalent to the GS-009 grade level in the Federal service conducting contract activities (e.g., cost and price analysis, pre-award and post-award, contract modifications, provisions and solicitations, and evaluating contractor performance) to ensure compliance with established requirements; and reviewing, processing and overseeing invoice payments.

OR

B. EDUCATION: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field of study or LL.M., if related to work associated with this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If this information cannot be obtained from the school, 18 semester hours will satisfy the 1 year of full-time study requirement. NOTE: The transcript must reflect the date your degree was conferred/awarded.

OR

C. COMBINATION OF EXPERIENCE AND EDUCATION. Must have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. NOTE: Only graduate education in excess of the first 2 years may be used to qualify for the GS11 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
