This vacancy is for a IT Specialist (APPSW) positions in the Associate Director for Decennial Census Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Plans and designs systems and software application architecture. Designs user interfaces.
  • Integrates several hardware, software, and /or computer related services to provide integrated information system
  • Develops complex and detailed sequences of internal program logic
  • Writes, tests, debugs, and maintains complex software programs and applications
  • Monitors and tracks progress of software development projects.

This is a BARGAINING unit position.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes:

Experience or training in system analysis and design. Experience or training in designing complex software applications. Experience or training in conducting or participating in walkthroughs. Experience or training in developing prototypes or pilot programs needed for technical understanding to make decisions. Experience or training in using system development life-cycle concepts. Experience or training in developing, testing, and maintaining large software applications that interface with other software systems. Experience or training in debugging and resolving critical problems in existing system which require innovation solutions. Experience communicating, coordinating and/or monitoring development efforts and schedules. Experience communicating technical information in person and in writing to a variety of audiences.

OR

Education: 1 full year of graduate level education or superior academic achievement.

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Experience in system analysis and design. Experience designing complex software applications. Experience conducting or participating in walkthroughs. Experience developing prototypes or pilot programs needed for technical understanding to make decisions. Experience in using system development life-cycle concepts. Experience developing, testing, and maintaining large software applications that interface with other software systems. Experience debugging and resolving critical problems in existing system which require innovation solutions. Experience communicating, coordinating and/or monitoring development efforts and schedules. Experience communicating technical information in person and in writing to a variety of audiences.

OR

Education: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: Experience in system analysis and design.Experience designing complex software applications. Experience conducting or participating in walkthroughs. Experience developing prototypes or pilot programs needed for technical understanding to make decisions. Experience in using system development life-cycle concepts. Experience developing, testing, and maintaining large software applications that interface with other software systems. Experience debugging and resolving critical problems in existing system which require innovation solutions. Experience communicating, coordinating and/or monitoring development efforts and schedules. Experience communicating technical information in person and in writing to a variety of audiences.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Experience in system analysis and design. Experience designing complex software applications. Experience conducting or participating in walkthroughs. Experience developing prototypes or pilot programs needed for technical understanding to make decisions. Experience in using system development life-cycle concepts. Experience developing, testing, and maintaining large software applications that interface with other software systems. Experience debugging and resolving critical problems in existing system which require innovation solutions. Experience in assisting other developers with technical solutions. Experience communicating, coordinating and/or monitoring development efforts and schedules. Experience communicating technical information in person and in writing to a variety of audiences.
