Summary

This is position is in The Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Budget and Programs and Chief Financial Officer (CFO), Office of Financial Management. The mission of the Office of Financial Management is to ensure the Department has sound financial management policies, standards, and systems consistent with DOT goals and programs to ensure the financial information needs of both internal and external customers are met.

Responsibilities

As a Financial Analyst, you will:
  • Prepare the quarterly and annual departmental financial statements and related footnote disclosures; ensures the United States Standard General Ledger (USSGL) account balances are reasonably stated.
  • Assist leadership to develop financial management streamlining strategies and advise top management on ways to enhance Department-wide accounting operations, financial management programs and financial reporting using automated systems and processes and ensure effective communication and liaison with all stakeholder organizations.
  • Identify, consider and resolve a variety of financial and/or budget related policy issues, questions and problems related to the agency financial management program.
  • Review the monthly Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS) reports.
  • Serve as a project leader in defining financial goals, objectives, policies, and standards that are responsive to appropriate DOT, OMB, GAO.
  • Communicate with colleagues, agency management, and professional accounting and financial management contacts outside the agency to gather, analyze, and evaluate information on financial management policies, procedures, automated systems, and internal and external reporting requirements.
  • Lead DOT financial management workgroups that support the DOT agencies.

The ideal candidate for this position is a financial expert who has extensive knowledge in the areas of financial reporting, fiscal management policies, financial principles, analytical procedures, executing and reporting on internal controls, and audit readiness.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience preparing and reviewing CFO (Chief Financial Officer) Financial Statements to comply with the Government Accountability Office (GAO), Treasury Department, and Office of Management and Budget (OMB) requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience preparing and reviewing CFO (Chief Financial Officer) Financial Statements to comply with the Government Accountability Office (GAO), Treasury Department, and Office of Management and Budget (OMB) requirements.
  • Experience in managing or participating in the Annual Financial Statement process which includes interacting with auditors and senior managers.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Accounting - Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
    Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
