Summary

This position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of General Counsel (OGC). The incumbent serves as an Attorney-Adviser, performing the full range of legal duties in support of ONDCP's mission.

Responsibilities

As an ATTORNEY-ADVISER (GENERAL), GS-0905-14, your typical work assignments may include the following:
  • Provides legal services under the direction of senior attorneys who are responsible for the establishment, direction, and coordination of the legal activities and functions of ONDCP; performs a variety of important confidential, sensitive, and urgent assignments.
  • Assists senior-level attorneys with analysis of legal issues concerning regulations, statutes, and appropriations. Areas of responsibility include, but are not limited to: Appropriations law, civil litigation, Federal personnel law, information disclosure law (i.e., Freedom of Information Act and Privacy Act disclosures), procurement law, ethics and administrative law.
  • Reviews the Federal Register, newly enacted statutes, pertinent state Registers, legal and legislative reporting services, and other sources of laws, regulations and directives and advises the ONDCP staff of the probable or actual effect of such matters and provides input to ONDCP legislative initiatives; drafts legislative proposals in accordance with guidance from senior attorneys.
  • Provides legal advice and prepares opinions on ONDCP matters. Prepares or issues briefings and guidance, and functions as an agency legal adviser.
  • Reviews and determines the legality of reports and proposed administrative actions; advises and makes recommendations regarding adverse matters, many of them are sensitive in nature, including the required content of organizational orders.
  • Provides general administrative law guidance to special committees, working groups, and initiatives, to include transformation initiatives.
  • Examines memoranda and correspondence in the development and coordination of ONDCP's legal positions on issues among the various components of the EOP and Federal agencies. Assists with the drafting of legal documents, advisory opinions, executive orders, reports, memoranda, and testimony analyzing factual, policy, and legal issues of interest to the Director, ONDCP.
  • Performs related duties as required.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must possess a J.D. Degree and be a graduate from a full course study in a School of Law accredited by the American Bar Association and be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to provide legal services under the direction of senior attorneys who are responsible for the establishment, direction, and coordination of the organization's legal activities.

Experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
