The primary purpose of this position is to exercise second level supervisory and managerial authorities and act as the Advisor and Principal to NG Joint Surgeon General and ANG Surgeon General (SG). Represents the Air National Guard at highest levels within the Department of Defense (DoD).

Responsibilities

  • Plans, organizes, and oversees the activities of the ANG Psychological Health Program.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  • Represents NGB/SG Behavioral Health Branch with a variety of installation and functional area organizations.
  • Works directly with the Joint Surgeon General, ANG SG, Directors, Associate Directors, Deputy Director, Division and Branch Chiefs in coordinating future requirements planning and resourcing by contributing executive leadership advice (cont'd...)

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain the appropriate security clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position will support the Federal Governments response efforts to COVID-19.


Qualifications

In order to qualify, you must meet the basic requirements and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions + IOR for 0185 Social Work series.

BASIC REQUIREMENTS:

DEGREE: Social Work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. NOTE: You must submit copies of your official transcripts with your application.

AND

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of social work therapeutic techniques and measures, behavioral therapies and other treatment strategies.

Federal time-in-grade (TIG) requirement for general schedule (GS) positions: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Knowledge, Skills And Abilities (KSAs):

1. Comprehensive and detailed knowledge and understanding of governing policies, precedent setting decisions, procedures, program directives and public laws issued by Congress, the Depart of Defense, and HQ USAF regarding a comprehensive ANG world-wide PHP.

2. Knowledge of safety and security regulations, practices, and procedures; Ability to communicate both orally and in writing.

3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

5. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of Mental Health programs, along with knowledge of the mission, organization, and work processes throughout the world-wide programs, and the relationship of support activities to such missions, to develop sound recommendations.

6. Practical knowledge of the goals, objectives, work force composition, work methods and functions or programs served, which is sufficient to enable the incumbent to determine whether request; for man power and request for expenditures are proper, necessary, and timely

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
