Responsibilities

As a Management and Program Analyst, you will:

- Analyze financial capacity and history, business plan, management capacity, community development goals, and other elements to determine qualifications and risks associated with an applicant and/or awardee's ability to effectively use a community development award.
- Perform application/award reviews and provide funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency, financial stability, management capacity, community development impact, other eligibility criteria, and adherence to policies, procedures and applicable OMB and other Federal regulations.
- Implement change management processes including documenting initiatives to include costs/benefits.
- Participate in studies relative to the program and or operations, to include the evaluation of the statutory, regulatory, policy, and or budgetary impacts on the Program, procedures, processes, etc.
- Provide objective-based information and recommendations in support of administrative and programmatic planning, development, evaluation, and managerial decision-making.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes AT LEAST TWO of the following:

- Evaluating and documenting financial performance of community development financial institutions (CDFIs), community development entities, or affordable housing organizations based on analysis of financial statements; OR
- Working at a CDFI, New Markets Tax Credit (NMTC) recipient, or affordable housing/community economic development organization; OR
- Experience with Federal tax credit finance programs (e.g. New Markets Tax Credits) related to community development/economic development/affordable housing; OR
- Underwriting or performing financial modeling for community development businesses/projects; OR
- Conducting grant/award application reviews for community development or affordable housing projects; OR
- Conducting feasibility analyses (e.g. market analyses, financial product development, or real estate development) or strategic planning for community development, economic development, or affordable housing projects.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
