Summary

The purpose of this position is to serve as a Financial Economist in the Department of Treasury, Departmental Offices, Assistant Secretary (ECON Policy), Office of Financial Analysis.

Responsibilities

As a Financial Economist, you will:
  • Serve as a technical expert on Treasury's suite of yield curves and, as such, serve as an advisor and consultant to top Treasury officials.
  • Conduct in-depth technical research addressing critical policy issues such as the factors driving changes in U.S. interest rates, risks facing public and private pension funds, and income security of the aging U.S. population.
  • Plan and execute reports on complex developments concerning financial and credit markets, with special emphasis on fixed income markets and the evolution of yields across the maturity spectrum. Continuously monitor a wide range of data concerning fixed income markets, such as ratings, bond pricing algorithms, par amounts outstanding, and other related items, and tracks the financial sector in general.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

To be qualified for GS-15 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year. Specialized experience for this position is defined as experience in all of the following areas:
- Plan,write, and implement computer programs written in one or more array languages, which are used for quantitative economic or financial analysis. AND
- Process large datasets containing financial market data including analysis of bond features. AND
- Construct economic models to conduct independent research examining macroeconomic behavior as it affects financial markets. AND
- Present the results of your work in forms that are used by technical and nontechnical audiences.

To be qualified for GS-14 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year. Specialized experience for this position is defined as experience in all of the following areas:

- Plan, write, and implement computer programs which are used for quantitative economic and financial analysis, making at least some use of one or more array languages. AND
- Process large datasets containing financial market data and answer limited questions about fixed-income securities. AND
- Conduct independent research using existing models and approaches, which examined macroeconomic behavior as it affects financial markets. AND
- Present the results of your work in forms that are used by technical and nontechnical audiences, with moderate supervision and review.

To be qualified for GS-13 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year. Specialized experience for this position is defined as experience in all of the following areas:

- Plan, write, and implement computer programs which are used for quantitative analysis by other professionals, possibly making at least some use of one or more array languages, under direct supervision. AND
- Analyze limited datasets containing financial market data; and answer limited questions about various financial instruments, with guidance. AND
- Conduct guided research using existing models and approaches, which examined economic behavior as it affects financial and fixed income markets. AND
- Prepare draft presentation materials in support of briefings for technical and nontechnical audiences.

Education

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

CONDITIONS OF EMPLOYMENT:
