Responsibilities

This is an open continuous vacancy announcement. Applicants may submit or update their application before the closing date. There are multiple positions, across multiple skill sets as follows: senior software developer, QA/tester or Agile Scrum Master. Serves as a recognized technical authority for new or enhanced information systems software. Exercises considerable judgment and ingenuity in advocating the benefits of implementing business-driven quality and process improvements. Participates in the development of operational plans. Assists in planning, directing and coordinating the implementation and execution of approved policies, programs, and services related to Information technology (IT) systems. Reviews and evaluates operations to appraise the effectiveness of policies and programs. Identifies deficiencies and takes/recommends appropriate actions.

Serves as an experienced Agile Scrum Master to support dev teams in the execution of projects using the Scrum methodology, act as change agents to improve our agile processes, and coach programs and teams on procedures for various agile methodologies (Scrum, KanBan, XP, Safe). This role will also champion adoption and improvement of agile, software engineering and DevOps practices across the Library. Supports the SCRUM team in development and maintenance of Product and Sprint backlogs. Facilitates Agile ceremonies, including: planning meetings, retrospectives, demos and daily stand-ups. Proactively identifies and addresses impediments. Partners with the Project Manager and the Product Owner to lead development for the product.

Oversees and/or coordinates the preparation of testing and implementation plans. Prepares programming specifications for implementation by computer programmers. Develops test plans and scripts, and oversees testing by others. Sets up a problem reporting mechanism for the application team involved in testing.

Oversees the migration of systems to the production environment and monitors systems for stability, accuracy, and performance. Meets with programmers and functional area specialists to coordinate work and resolve problems. Meets with vendor technical representatives to resolve technical issues, and to implement and coordinate new software releases. Evaluates test results, and initiates corrective actions. Develops and executes procedures to periodically monitor the logical/physical integrity of data and physical space utilization. Reviews proposed policies, regulations, and procedural changes to determine their impact on areas of responsibility. Familiar with Continuous Integration/Continuous Deployment Techniques. Familiar with Infrastructure as Code. Has used code repository (ie Git, Subversion).

Provides expert guidance in the design, documentation, development, modification, testing, installation, implementation, and support of new and existing applications software. Evaluates the feasibility of adopting new software design technologies in the current systems environment. Recommends adoption of new methodologies based on favorable feasibility analyses.

Ensures the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services. Optimizes applications for state-of-the-art technology and functionality. Manages the technical direction of short- and long-range systems. Reviews and approves technical requirements for projects; develops project plans; and provides technical guidance to team members. Serves as a primary liaison between customers and vendors and information technology (IT) management throughout the development process.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.


Ability to lead phases of the software development lifecycle.**

Ability to build applications using the Python or Java programming languages.**

Knowledge of library and information science or digital content management.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
