Responsibilities

You will:
  • Serve as the Division Director of a professional and administrative staff, providing program planning, management, and oversight of EPA Headquarters awarded grants, cooperative agreements, and interagency agreements.
  • Provide national leadership for the network of EPA's regional grants management offices and two interagency agreement shared service centers to ensure organizational consistency in operations and implementing assistance regulations and policy.
  • Build effective partnerships with the EPA grants community, other federal agencies, state and local governments, and non-profit organizations to promote effective grants management practices and meet the needs of internal and external customers.
  • Exercise supervisory personnel management responsibilities, determining priorities and making assignments, evaluating employee performance, recommending appropriate incentives, and initiating corrective actions.
  • Lead implementation of changes to Federal regulations and agency policies and procedures and identifies new approaches and techniques to ensure grant and interagency agreement management practices comply with applicable administrative requirements.
  • Establish standards for evaluating the timeliness, effectiveness and efficiency of national federal assistance programs by collecting and analyze operational performance data to ensure assistance applications, funding packages, audit reports, expenditure reports, etc., are received and processed accurately and on time, taking corrective actions when necessary.
  • Direct day-to-day operations, interpreting and applying assistance regulations, manuals, Office of Management and Budget (OMB)/General Services Administration (GSA) directives and other procedures pertinent to the Federal assistance programs administered.
  • Identify and resolve administrative and compliance issues throughout the life cycle of grants, cooperative agreements and interagency agreements, providing organizational guidance to ensure consistency and establish best practices.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as exercises delegated supervisory authority to oversee work of staff, assure equity of performance standards and rating techniques, direct a program or major program segment with significant resources, evaluate employee performance and promotes team building and improve work practices.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1. Ability to supervise a team of professional and administrative/clerical staff. 2. Ability to structure, delegate and prioritize the work of staff members. 3. Ability to build and maintain effective internal and external partnerships across programs and organizations. 4. Knowledge of statutes, regulations, relevant Executive Orders (EO's), OMB bulletins, circulars and related guidance, as well as agency programs, policies, principles and practices applicable to grants management. 5. Knowledge of the principles, methods, practices and techniques of grants administration to analyze and ensure timely, effective, and efficient program operations. 6. Skill in developing and implementing tool(s) to monitor progress toward achieving organizational goals and objectives. 7. Ability to make recommendations and decisions to agency senior management/leaders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
