Responsibilities

You will serve as the H-65 Conversion/Sustainment Deputy Program Manager for acquisition, conversion, and sustainment efforts for MH-65E helicopters. You will also provide help direction and oversight of program budget requirements, acquisitions, manpower, materials, logistics, and services that provide the Coast Guard operating forces with the best means to accomplish their missions. The H-65 program includes acquisition of new cockpit avionics as well as replacement of certain airframe components to extend the service life of the Coast Guard-unique MH-65E configuration during programmed depot-level maintenance. The position requires experience with cost/ schedule/ performance responsibilities and accountabilities. As such, applicants should possess or be able to obtain a Senior Level (Level III) certification in Program Management within 18 months of onboarding.

Typical work assignments include:
  • Overseeing employees performing work at the GS-13 level and military staff performing acquisition, administrative, and technical tasks.
  • Helping the Program Manager lead a multi-million dollar portfolio of the H-65 Conversion/Sustainment Acquisition Project.
  • Directing the development and documentation of long and short-range planning efforts, and ensuring their subsequent implementation as appropriate.
  • Coordinating the work efforts of technical personnel in conducting conceptual business systems analyses and investigations of highly unstructured and interconnected problem involving both difficult technology and complex human relations or programmatic issues.
  • Provides leadership and administrative and/or technical guidance necessary for accomplishing the work of the H-65 Conversion/Sustainment Acquisition Project.

Qualifications

To qualify for the GS-14: Applicants must possess specialized experience equivalent to 1 year of experience at the next lower grade level (GS-13) that is similar to experience gained in the Federal sector. Examples of specialized experience include:
  • Establishing guidelines for performance expectations and evaluating performance of staff members
  • Coordinating budget submissions, obligation and expenditure plans, and implementation strategies
  • Preparing reports and other presentations on project planning, evaluation, and execution
  • Originating and establishing unique methods and applications that provide innovative solutions to complex business issues.


Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
