This position is located in the Wireless Telecommunications Bureau, Technologies, Systems and Innovation Division, Gettysburg, and/or Washington DC.

Responsibilities

You will organize, develop procedures, and implement best practices for the online delivery of WTB information and data to ensure effective and efficient products and tools. You will work across the agency's organizational lines in coordinating activities, including the publication of Bureau tools and data for public consumption.

You will serve as a Bureau project manager for the analysis, implementation, management, and support of licensing and other Bureau systems. As such, you will work with users to identify requirements. You will coordinate, evaluate, and review all phases of assigned projects including interpretation of and compliance with criteria, regulations, policies, and procedures; proper application of Bureau licensing rules; and coordinate changes and additions on assigned projects.

You will prepare documentation for system upgrades and new system requirements, user acceptance test plans, data analysis, system analysis and recommendations, user guides, and training materials.

Occasional travel - To attend meeting and conferences.

Specialized Experience for the GS-12: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service.

GS-12 - Specialized experience for this position includes: analyzing and interpreting technical specifications to evaluate and identify automated system requirements; developing new or modified work methods, management processes, guidelines, instructions, and procedures; analyzing and evaluating the effectiveness of the organization's operations, policies, and objectives and preparing reports on findings and recommending improvements and solutions.

Specialized Experience for the GS-13: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job-related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job-related competencies and possession of all evaluation criteria;
2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job-related competencies and possession of the evaluation criteria; and
3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

An automated score is administered based on the on-line application process used. Eligible applicants will receive a numerical rating based on their responses to the job-specific questions for this position.

Hardcopy Supplement Documents Required:

1. A notice of proposed removal for declining a directed reassignment or transfer of function outside the local commuting area;
