Responsibilities

As a Compensation Program Manager, you will:

Serve as key advisor and technical expert in the development, update, and administration of NCUA's compensation and merit pay program.

Provide expert advice, assistance, program development, management, and evaluation in all areas of compensation, to include pay systems; executive compensation; analysis and evaluation; and other related compensation program management functions.

Develop and implement new policies and procedures for the agency's compensation program. Work with staff members in researching changes in laws, rules, and regulations which impact NCUA and developing new policies and procedures, and advising the Deputy Executive Director (DED) accordingly.

Lead or conduct work groups or cross-functional teams, institutes surveys or focus groups with the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) agencies and other external organizations, or use other novel approaches for developing and identifying solutions to NCUA-wide systemic, critical, or chronic problems that are resistant to solutions to include special initiatives, legislative changes in order to achieve broad policy shifts, operational enhancements, or mandated program changes.

Review and analyze survey statistical data and conducts position benchmark analysis. Conduct cost analysis functions of the compensation program and assesses agency-wide financial impact of changes to that compensation program.

Manage the annual merit increase pay adjustment program. Ensure NCUA's pay scale is comparable to other FIRREA agencies, in accordance with the law. Provide strategic guidance in promoting effective performance management practices. Develop compensation models for projected merit pay matrixes and overall costs for merit cycles.

Prepare responses to proposed legislation, policies and standards from FIRREA agencies, OPM, OMB, and others. Ensure that the impact of the proposals is thoroughly considered by management officials and that NCUA's views and interests are adequately represented.

Write and issue rulings, decisions, or responses to case-specific actions requiring the Executive Director's involvement including authorizations, waivers, appeals, policy advisories, and Congressional inquiries. Develop a broad range of written material including policy documents, information papers, briefings, analytical reports, statistical analyses, regulations, draft legislation, standard operating procedures, guidance for NCUA senior management, and correspondence.

Assess organizational needs and readiness, makes recommendations on major changes in work plans or operations, defends the rationale for decisions, and negotiates compromises among stakeholders.

Work closely with the management negotiating team and assists with all aspects of negotiation by reviewing and providing guidance on the impact of management and union proposals on the agency's compensation program.

Provide assistance to HR specialists on compensation comparisons and any grievances filed by employees. Review the basis for the grievance and provides information based on agency compensation program policies, Federal laws, rules and regulations. Provide expert opinion on the potential impact, if any, on the agency's overall compensation program.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience performing at least three of the following: (1) providing pay/compensation guidance and advice; (2) developing compensation and benefits comparability surveys; (3) conducting salary analysis; (4) projecting future salary needs for an agency or company;and (5) presenting briefings to management officials.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 45.87% for the Alexandria, Virginia geographical area.
