Summary

This position is located in the USDA's Office of the Chief Economist (OCE), World Agricultural Outlook Board (WAOB). The WAOB is responsible for coordinating and reviewing the development of information used to develop outlook and situation information within the Department with the objective of improving the consistency, objectivity and reliability of analyses and estimates being disseminated to the public and used for internal policy decisions.

Responsibilities

  • Serves as the Department?s principal Commodity Analyst for Food Grains. Additional commodity assignments may be made for other important commodities.
  • Provide policy makers and the public with objective, timely, and economically sound assessments of the agricultural commodity situation and outlook.
  • Serve as Chairperson, Interagency Commodity Estimates Committee (ICEC) for the assigned area with responsibility for preparing agricultural estimates and forecasts for the current and upcoming year.
  • Serve as the WAOB representative in coordination with other agencies of the Department in the development of statistical and analytical commodity programs that undergird the Department?s economic intelligence program.
  • Coordinate special projects on matters relating to commodity supply and utilization estimates and forecasts and other general problems affecting the performance and behavior of domestic and international agricultural sectors.
  • Organize, plan, and chair outlook meetings, review and assess the work of others on the team, mentor and train committee members, and make sure all team members are making contributions.
  • Plan, develop, and coordinate multi-disciplinary analysis for global agricultural market forecasts for the short, intermediate, and long term.
  • Review, consolidate, and synthesize appropriate economic and statistical analyses which cross agencies lines.

Qualifications

Applicants must meet all qualification and eligibility requirements by the closing date of the announcement including specialized experience as defined below.

Basic Requirement: This position requires applicants to meet basic requirements in addition to at least one year of specialized experience in order to be found minimally qualified. Applicants MUST meet the following occupational series basic requirement.

Economist, 0110 Series

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Combination of education and experience:
courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Specialized experience: In addition to meeting the Basic Requirement as shown above, applicants must also meet the Specialized Experience requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements.

GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing estimates and forecasts of broad-based agricultural commodities and providing senior management officials and the general public with economically sound assessments of the agricultural commodity situation and outlook; and experience coordinating the review and analysis of agricultural markets, trade, and production issues.
