Summary

This position is located in the Office of Video, Broadcast Division, Bureau of Global Public Affairs (GPA). The Broadcast Division advances U.S. foreign policy priorities by providing live video coverage of the activities and policy messages of the Secretary of State, Department spokespersons and other senior U.S. Government Officials. The incumbent serves as a media production specialist on video productions where s/he is assigned.

Responsibilities

• Setting-up lighting stands and positioning and focusing lighting instruments; running and taping equipment cables and cords; positioning and setting up tripods and ensuring that broadcast cameras and audio mixers are properly configured.
• Assists with carrying out the administrative details of the video production and assists in coordinating personnel and project tracking.
• Attends pre-production planning and site survey meetings and participate in post-production hot wash discussions with team leaders, crew chiefs and division leadership as directed.
• Assumes responsibility for operator-level cleaning and maintenance of ENG and DSLR cameras insuring that they are in good working order, operating as designed with all of the necessary components fully functional.
• At the GS-9 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

Qualifications

Applicants applying for the GS-09 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience planning, organizing, and executing studio shell services involving agency officials and international and/or domestic broadcasters.
• Experience maintaining logs and reporting operational and technical production issues.
• Experience ensuring the correct settings and profiles are loaded as required by the production.
  

B. Have completed 2 full years of graduate level education at an accredited college or university OR possess a Master's or equivalent graduate degree with a major field of study in photography, radio or television production, motion picture production, or other fields related to this position;OR

OR

C. Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements (as described above) with a major field of study in photography, radio or television production, motion picture production, or other fields related to this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience operating high definition broadcast television routing systems and control panels, broadcast facility intercoms, and operating and configuring digital broadcast equipment used in studio and in field production.
• Experience reporting operational and technical production issues.
• Experience identifying out of scope operator-level maintenance work and technical requirements and notifies engineering team to seek solutions.

OR

B. Have completed 3 full years of progressively higher level graduate education OR possess a Ph.D. or equivalent doctoral degree with a major field of study in photography, radio or television production, motion picture production, or other fields related to this position.;

C. Have a combination of graduate level education beyond the first 2 years of graduate study and specialized experience (as described above) that together meets 100% of the qualification requirements with a major field of study in photography, radio or television production, motion picture production, or other fields related to this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
