Summary

The incumbent serves as a Management Analyst within VBA Education Service (EDU), and reports to the Supervisor of the Executive Support Staff, in the Executive Management Office.

Responsibilities

  • Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of EDU programs or operations in meeting established goals, measures, and objectives.
  • Obtains raw data from EDU activities; evaluates and converts data into meaningful charts, networks, and other management tools.
  • Analyzes and prepares program status reports for review at all levels.
  • Uses latest program management information concepts to ensure that all segments and aspects of the EDU program are shown in proper perspective.
  • Participates in discussions, meetings, conferences and conference calls to secure and provide information; investigate facts; present conclusions, make recommendations, develop alternate courses of actions, and mutually resolve problems.
  • Identifies and analyzes priority areas or functions for emphasized coverage due to particular mission interest, urgency, publicity, or other needs.
  • Determines alternative courses of action and recommends changes in program goals based on trade-offs in time, cost, and manpower requirements.
  • Interprets findings resulting from studies that are independently developed.
  • Completes analyses of data and identifies programmatically significant findings.
  • Performs program cost analyses such as development of life cycle or other cost analyses of projects or economic evaluations of programs.
  • Coordinates with EDU VACO management and technical project officers to develop policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program evaluation.
  • Forecasts and estimates program requirements through the use of special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc.
  • Reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. to identify trends, problem areas, inefficiencies and inconsistencies in operations.
  • Prepares programmatic reports, justifications, charts, graphs, statistical and brief narrative data, etc. for top-level presentations and briefings.
  • Plans and conducts studies directed by EDU senior management involving a wide variety of complex management problems and requiring extensive knowledge of higher EDU plans and programs as they relate to future management plans and goals.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-13: 52 weeks at the GS-12 level.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: quantitative and qualitive analysis; analyzing personnel and budget management; conduct studies and present materials; long and short range planning methods and execution.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
