Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Modified TERM appointment NTE 2 years and it may be extended up to a total of 6 years. Contingent to specific conditions there may be an opportunity to be noncompetitively converted to a career-conditional or career appointment.

Responsibilities

  • Analyze information, identify issues and provide recommendations to Contractual/procurement issues.
  • Advise program officials of established procurement objectives utilized.
  • Develop recommendations to problems involving Legislation, authorities, and/ or scope of procurement services.
  • Utilize knowledge of lifecycle contract management (planning, evaluating, negotiating, and awarding, monitoring and terminating contracts) to monitor contracting process.
  • Develop recommendations to improve the efficiency of contract/ procurement program process.
  • Review program requirement s to assist in the development of appropriate Acquisition methodology.
  • Review acquisition ion policies s and regulations to ensure compliance.
  • Provide analysis, and advice to senior leadership on complex matters pertaining to contracting and acquisition ion process.
  • Brief managers on technical information both within and outside the organization.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet the position requirements for certification at Level 3 in Program Management within 24 months of entrance on duty
  • Incumbent will be required to overnight travel 20% of the time.
  • Incumbent must provide Financial Disclosure Statement OGE Form 450 within 30 days of entrance on duty.
  • One year trial period may be required.
  • Incumbent must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the DE-03: One year of specialized experience equivalent to the DE-02 grade level in the Federal service. Specialized experience is defined as: advising on acquisition and contracting strategies, coordinating contract management program documentation, collaborating with program analysts on budget forecasts and long-range financial plans, improvement of organizational effectiveness/efficiency, comparative analysis and serving as consultant to management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Selectees must meet the position requirements for certification at Level III at DE-03 in Acquisition Career Program Management within 24 months of entrance on duty. Due to the impact of the Coronavirus, individuals with entrance of duty dates prior to April 1, 2021 will have an additional 12 months to meet the certification requirements, up to a total of 36 months.
