Summary

This position is located in the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Special Agent/IOI Staffing Branch. The Special Agent (SA)/Industry Operations Investigator (IOI) Staffing Branch is responsible for all SA and IOI recruitment and hiring programs. Responsibilities

As a Human Resources Specialist (Recruitment & Placement), you will perform the following duties:
  • Provide management consultative services involving the full spectrum of HR functional areas assigned. Serve as management's technical advisor regarding the successful recruitment, placement, and retention of qualified personnel.
  • Provide guidance, consultation, and assistance to managers, supervisors, and employees on qualifications requirements, pay issues, merit promotion plan administration, employment and placement requirements, and information systems programs.
  • Use HR information systems to produce a variety of management reports and conduct in-depth analysis of the HR programs. Actively participate in the implementation, enhancement, maintenance, and future development of HR information systems.
  • Conduct meetings, training, briefings, and other oral presentations to senior management, supervisors, and employees concerning human resources management issues.
  • Performs internal human capital, Delegated Examining (DE), and ATF human capital audits according to approved human capital accounting guides and accepted Federal auditing practices; develop and analyze findings and writes follow-up reports and communicates results and recommendations.

Qualifications

To qualify for GS-13 candidates must also have at least one year of specialized experience equivalent to the GS-12 grade level.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in your resume.

To qualify for the GS-13: You must have at least one year of specialized experience (equivalent to at least the GS-12 or pay band in the Federal service) which includes providing technical advice on administering and executing internal staffing recruitment, placement programs, and activities for Title 5 excepted and competitive appointments. The experience should include, but is not limited to, job analysis, strategic recruitment discussion, merit promotion procedures and requirements, qualifications determinations, pay administration, special hiring authorities (e.g., Sch A, Pathways Programs, etc.), and alternative candidate sourcing methods using public laws, federal and agency procedures, policy reference material, executive orders, and applicable regulations; advising on complex position management, classification problems, and recruitment issues that typically require analyzing and/or troubleshooting a wide range of unusual conditions.

The GS-13 salary range starts at $102,663. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
