Summary

The successful candidate in this position will work within the Department of Energy's (DOE) Office of Enterprise Assessments (EA) performing independent assessments for DOE senior leadership to report on whether national security material and information assets are appropriately protected and whether Departmental operations provide for the safety of its employees and the public.

Responsibilities

As a safety & Occupational Health Manager, you will:
  • Ensure DOE facilities, programs, projects and activities are properly analyzed, evaluated, documented, and approved; ensure facilities and systems are operated, maintained, decontaminated, decommissioned, and environmentally restored in a manner that provides adequate SOH protection in accordance with DOE rules.
  • Lead a team of DOE and contractor technical experts in conducting inspections, investigations, assessments, and special technical analyses and studies; validate findings and assess conclusions.
  • Lead in the collection and analysis of worker safety and health data, assessments and other technical and management data associated with DOE worker safety and health safety programs to identify and analyze hazardous conditions, exposures, and safety practices.
  • Represents DOE on technical committees and boards to present and discuss information relating to compliance with DOE safety and occupational health rules.
  • Maintain awareness of current worker safety and health program measurement techniques, and other related research programs outside DOE; assess the effectiveness of occupational safety and health programs at DOE sites and develop safety and occupational health standards for operations.

  • This position has been designated as a Testing Designated Position (TDP) and subject to testing for illegal drug use. A negative drug test must be obtained prior to being appointed into these positions and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in disciplinary action, up to and including removal from the Federal service.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14)in the Federal service. Specialized experience for this position is defined as:
  • Conducting surveys, inspections, and audits of facilities, operations, equipment, and programs to determine adequacy to protect the safety of workers, public, environment, and facilities.
  • Developing worker safety and health assessment methodologies, approaches, study designs, and analytical tools to enhance the application of scientific and practical needs.
  • Overseeing, analyzing, and providing guidance on results of investigations using systemic enforcement practices to thoroughly evaluate operational events and conditions that represent potentially serious violations of worker safety and health regulations.

  • Knowledge in occupational health concepts, principles, laws, regulations, practices and systems to review, analyze and provide consultation on the regulatory aspects of occupational safety and health programs.
  • Ability to investigate and use analysis techniques, including root cause analysis, event reconstruction, and interviewing techniques to evaluate complex incidents and events with the potential to seriously impact the health and safety of workers or affect the quality of workplace conditions.
  • Skill in applying, fiscal and administrative policies, procedures, and practices to participate in the technical and programmatic management of the safety and occupational health assessment and evaluation effort.
  • Skill in verbal and written communications to effectively deal with a wide variety of persons.
  • Knowledge of organizational development related to functions, procedures, and legislation of worker safety and health programs and knowledge of related disciplines and subject matter areas and working knowledge of engineering and scientific work to serve as a technical authority with respect to the full range of work associated with the conduct of assessments, inspections, and special technical analyses and studies, as well as to provide advice on how to improve programs Department-wide.
  • Knowledge of Integrated Safety Management policy, guidance and implementation.
