Summary

This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Asset and Resource Management (OARM) located in Washington, D.C.

This position is inside the bargaining unit.

This position relocation expenses will not be paid.

Telework eligibility is 1 day per week.

Responsibilities

The incumbent serves as a Records and Information Management Specialist responsible for administering, analyzing, and/or performing work involved in establishing, disseminating or managing Government information.

The duties below are essentially the same as the next higher grade level but are performed under closer than normal supervision. The duties of this position are developmental in nature and are performed under closer than normal supervision.
  • Performs records management work, which includes planning, organizing, training, promoting, and other activities involved with respect to records creation, records maintenance and use, and disposition in order to achieve adequate and proper documentation of the policies and transactions of the Federal Government and effective and economical management of DOL operations.
  • Coordinates with the Departmental Records Officer, Chief Data Officer and Office of the Chief Information Officer staff on electronic recordkeeping requirements, records management applications, as well as the technology challenges of accessing and maintaining records over time.
  • Analyzes Records and Information Management (RIM) business processes and provides recommendation to improve workflow and create efficiencies by making use of automated tools, systems and technology.
  • Provides advice and guidance to records liaisons and records custodians. Prepares, conducts, or coordinates records management training for DOL staff. Collaborates with DOL senior leaders, Freedom of Information Act (FOIA), Privacy Act (PA) liaisons, legal and other DOL staff on matters relating to RIM; manages essential records including the identification of such records, establishes their protection, and access in support of Continuity of Operations.

Qualifications

For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service.

Specialized experience is defined in performing technical and administrative functions to support a Departmental Records Management program. This includes experience in: 1) performing studies and preparing reports, documentation. 2) Utilizing correspondence to communicate factual and procedural information clearly 3) Applying analytical investigative techniques. 4) Managing the processes for the creation, maintenance, retention and disposition of records and information in all media formats; and 5) Using information technology tools and/or systems in records management.

Education Substitution

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
