Summary

This position is located in the Department of Labor, Bureau of International Labor Affairs (ILAB), Office of Child Labor, Forced Labor, and Human Trafficking (OCFT). ILAB leads DOL's efforts to ensure that workers around the world are treated fairly and are able to share in the benefits of the global economy.

Responsibilities

  • Serves as the Team Leader of International Relations staff in the Office of Child Labor, Forced Labor and Human Trafficking.
  • Provides team with the day-to-day guidance on work projects, and distributes and balances the workload in accordance with established workflow.
  • Consults with Division Chief and articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or research/programmatic issues under review and deadline and time frames for completion.
  • Works with supervisor to train, arrange, or identify training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for the accomplishment of individual and team tasks.
  • Formulates policy and program recommendations including coordinating and developing official positions on assigned program including developing budget requirements, preparing papers and briefing materials, and collaborating with other agencies, foreign counterparts, and others to ensure policies and programs respond to DOL and U.S. priorities and interests.
  • Coordinates policy and directives with other offices in lLAB, DOL, and other U.S. Government agencies.
  • Prepares relevant reports, papers, talking points, briefing books, memos, letters, proposals, and background papers, including Congressionally-mandated reports for the Secretary, Deputy Secretary, Deputy Under
    Secretory, and others as directed.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program
    effectiveness as related to the proposed legislation, proposed regulations, services and resources and/or
    agency guidance for projected impact on a wide range of Office issues.
  • Represents lLAB on international, interagency, and intra-agency working groups, committees, international meetings and conferences in the capacity of DOL or !LAB spokesperson to present and clarify DOL/U.S. policy related to the Office.
  • As needed, reviews and analyzes current and/or projected technical assistance/cooperation needs and
    priorities of assigned countries or regions.

Qualifications

Basic Requirements:

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal service or equivalent experience in the private sector.

    Specialized experience is defined as experience planning and distributing work in support of government reports or mobile applications AND experience researching and writing reports for publication on international child labor, forced labor, and human trafficking issues AND give on the job training to new employees in accordance with established procedures and practices.

    Reports and Mobile Application Production- Coordinates the publication of Congressionally-mandated reports or mobile applications throughout the U.S Department of Labor and among Executive Branch partners by establishing guidelines for both content and the production process.

    Research, Analysis, and Written Communication- Effectively applies knowledge of research methods to conduct systematic and objective inquiry and analysis. Writes in a clear, concise, organized, and convincing manner for the intended audience.

    Policy Development- Expert understanding of federal government laws and international standards that govern child labor, forced labor and human trafficking.

    Interagency Coordination- Serves as a department spokesperson on international child labor issues for foreign governments, international organizations, professional and trade associations, labor unions, the media, and the public.
