Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The Copyright Registration Program is responsible for the examination of copyright claims, the creation of public records, and the issuance of certificates of registration. This position serves as Supervisory Copyright Specialist (Registration) in the Performing Arts Division within the Registration Program.

Responsibilities

The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Copyright Registration Program is responsible for the examination of copyright claims, the creation of public records, and the issuance of certificates of registration. Registration staff examine claims, communicate with applicants to resolve registration issues, create public records, refuse to register for failure to meet legal requirements, select works for the Library of Congress collections, and tag data from paper applications, for copyrighted works (in accordance with the U.S. Copyright Law, 17 U.S.C, Sections 408,409,410,705), mask works (Section 908), and vessel hull designs (Sections 1310, 1315).

This position is located in the Office of Registration Policy & Practice, Copyright Office.

This position will be assigned to the Performing Arts Division.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Supervises, coordinates, leads and monitors the day-to-day work of a cross functional team in the Office of Registration Policy & Practice. Supervises employees performing non-supervisory work at the GS-12, and lower, levels. Provides administrative and technical supervision needed for accomplishing the unit's work.

Performs administrative and management functions for the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Monitors workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically assesses employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending necessary personnel actions. Provides advice and counsel to workers pertaining to work and administrative matters. Effects disciplinary measures appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures subordinates are trained and fully compliant with the safety regulations.

Manages workload and sets team priorities in consultation with Division Chief in order to plan the daily and weekly distribution of work and assignments made to staff. Equitably assigns work in accordance with team members' position, grade, and abilities.

Performs quality assurance, sampling employee's work to ensure claims were handled appropriately. Ensures that registration decisions are correct and that correspondence is accurate and efficient.

Identifies and solve problems dealing with workflow fluctuations in consultation with other team leaders, the Chief, and the Program Office. Identifies the need for and recommends revisions and changes in workflow practices or procedures. Drafts and reviews new practices when requested.
