Responsibilities

As Chief, Satellite Division, the incumbent is responsible for planning, directing, and coordinating the work of the Division and serves as an FCC expert dealing with satellite engineering spectrum issues. He/she has primary responsibility and expertise on matters involving licensing of satellite and earth station facilities and ensuring compliance with license conditions; notice and rulemaking process for establishing satellite service rules; international coordination of satellite network frequency assignments; interagency and/or intergovernmental coordination of satellite network frequency assignments; notification responsibilities with the ITU; and advocacy on behalf of the satellite industry domestically and in international fora. Oversight and technical expertise are applied when conducting and participating in rulemaking proceedings or inquiries developing policy relating to satellite systems; fostering efficient use of spectrum and orbital resources through policy and regulatory activities; processing applications and special requests dealing with facilities authorizations; and coordinating satellite and earth station frequency assignments with foreign administrations. The Chief serves as an expert on new, emerging, and state-of-the-art technology as it applies to satellite engineering issues. Directs preparation of broad and highly complex technical studies relating to satellite engineering issues which support policy development or policy recommendations for the Commission or evaluation of policy proposals by the public and industry. Provides definitive interpretations of rules and policy and comments on proposed legislation. Initiates rulemakings appropriate to functions. The incumbent ensures that review and analysis is based upon current rules and Commission policy and with particular focus on the potential for harmful interference to existing or future operations. As Division Chief, has been delegated authority to act on routine applications and requests for emergency or temporary authority or waiver of the rules that falls under 47 C.F.R. Part 25 and consistent with existing FCC policy and precedent. Directs, through subordinate supervisors, the work of three major Branches. He/she performs required supervisory and management responsibilities.

Qualifications

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For the GS-15 position, specialized experience includes the following:

- Experience serving as an expert on satellite engineering spectrum issues.

- Providing guidance and advice to management regarding engineering and regulatory issues;

- Overseeing, directing, or managing a subordinate staff or serving as a team leader or project leader over a work group;

- Experience in representing the organization and explaining complex issues to high level officials on spectrum related matters at conferences, Members of Congress, industry representatives domestic and internationally.

- Experience in conducting and participating in rulemaking proceedings and/or inquiries and developing policy relating to satellite systems.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
