This position is located in Human Resources Solutions, Office of Personnel Management. As a Program Analyst on an integrated Agile software development team, you'll be briefing stakeholders on system functionality, performing functional/regression testing, managing aspects of HRIT projects, and performing software lifecycle management for systems.

Responsibilities

  • Work as a Business Analyst for an Agile software development team.
  • Work with customers, account managers, and user support specialists to analyze system functionality, processes, and requirements.
  • Consult with current and potential customer agencies to identify their needs and write up as user stories and test cases for requirements.
  • Shepherd stories through the software development sprints, working closely with the development team to ensure quality system functionality.
  • Research tier 2 help desk issues and respond to customer inquiries.
  • Consult with account managers, trainers, and customers regarding the development of content for the USA Staffing system.
  • Provide quality assurance, functional testing, and regression testing throughout the suite of USA Staffing systems.
  • Innovate new solutions in the Federal HR space to provide accommodations to each agency's software needs.

Qualifications

Minimum Qualifications for GS-11 Position: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-09 grade level. Specialized experience for this position must have included: (1) assisting in project planning and project management for an HR information technology or automated system; or (2) collaborates with teams of designers and developers to review and test functional requirements for automated tools and systems; or (3) contributing improvements or enhancements to the management of HR staffing systems

OR completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. in a field that provided the knowledge, skills, and abilities necessary to perform this work.

OR have a combination of graduate education and specialized experience.

Minimum Qualifications for GS-12 Position: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level. Specialized experience for this position must have included: (1) utilizing automated staffing or Human Resources (HR) systems and drafting and testing materials such as job aids, operational processes, or test scripts to verify functionality for operational staff; (2) assisting in project planning and project management for an HR information technology or automated system; or (3) conducting business analysis on HR practices and documenting findings.

Minimum Qualifications for GS-13 Position: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. Specialized experience for this position must have included: (1) facilitating business and technical discussions, writing requirements, process flows, functional specifications, and acceptance criteria for HR system capabilities; (2) leading projects and project teams including planning, executing and evaluating HR Systems; (3) conducting analysis on specific business practices, including documenting and presenting findings; OR (4) consulting with customers to implement HR business practice changes.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
