Summary

The incumbent serves as a Financial Management Analyst in the Office of the Chief Financial Officer (OCFO), and is responsible for performing analyses of financial management policies, practices, procedures and operations with the objective of maintaining and improving the efficiency of ongoing/new processes.

This is a Non-Bargaining Position.

Responsibilities

As the Financial Management Analyst in this position, you will:
  • Trace transactions entered in the automated accounting system and prepares spreadsheets to: reflect the source of any discrepancies; reflect the corrective action required to bring accounts into agreement; prove the accuracy of the adjusted accounts; and/or recommend actions to prevent recurrence of similar discrepancies.
  • Develop tracking systems to monitor the status of projects and outstanding matters.
  • Plan and coordinate with Office of Inspector general (OIG) and auditors and acts as a liaison for FEC for the annual financial statement audit.
  • Compile and verify the accuracy of accounting data and adequacy of supporting data to prepare statements and reports, schedules, and comparative analysis of accounting transactions.
  • Analyze and evaluate current financial management policy, practices, procedures, and methods; identifies areas of concern and types of corrective/improvement action needed.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Qualifications for GS-0501-09:

Have one full year of specialized experience applying basic financial support of an organization. This must include activities such as: (1) assisting with analyzing and evaluating the agencies receivables balances; (2) assisting with examining assigned accounts and preparing reconciliations, adjustments and/or analysis of the accounts; (3) processing payroll and time keeping data; and (4) verifying the accuracy of accounting data and adequacy of supporting data to prepare statements and reports, schedules, and comparative analysis of accounting transactions. This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors).

OR

B. Have a master's degree, or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Note: you must submit copies of your transcripts).

OR

C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.

Qualifications for GS-0501-11:

Have one full year of specialized experience demonstrating financial support of an organization. This must include activities such as: (1) analyzing and evaluating the agencies receivables balances; (2) gathering and analyzing information and data for special projects to provide reports; (3) examining assigned accounts and preparing reconciliations, adjustments and/or analysis of the accounts; and (4) verifying the accuracy of payroll data and adequacy of supporting data to prepare statements and reports, schedules, and comparative analysis of accounting transactions. This experience must be comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained either in private or public sectors).

OR

Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate level education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Note: You must submit a copy of your graduate transcripts with your application.

OR

Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.

Qualifications for the GS-0501-12:

Have one full year of specialized experience that is accounting or financial management . This must include activities such as: (1) applying accounting theories, practices, methods, techniques and procedures; (2) analyzing financial data and preparing financial reports; (3) resolving discrepancies in financial data and supporting the financial statement audit; (4) developing recommendations for improvements to accounting procedures to prevent waste, fraud, abuse and irregularities; (5) examining assigned accounts and preparing reconciliations, adjustments and/or analysis of the accounts. This experience must be comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in private or public sectors).

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Technical Competence - Knowledge of established practices and procedures, methods, and instructions for processing a variety of financial transactions to determine if proper procedures were used.

Financial Analysis - Knowledge in maintaining the general funds ledger and accounting activities, and reviewing, analyzing, and evaluating trial balance and other financial statements to ensure conformance with established agency policies, applicable regulations and generally accepted governmental accounting practices.

Planning and Evaluating - Ability to organize work, sets priorities, provide support on financial statement audit and determines the effective use of resources for accomplishment of missions. Ability to work effectively under tight time frames in an independent fashion.

Oral Communication- Ability to interact and provide information to internal and external stakeholders in a collaborative, independent and timely fashion.
