Summary

A successful candidate in this position will serve as a Budget Analyst providing analysis of a variety of Department of Energy budgetary operations and functions in the assigned organization or program areas. This may include, but is not limited to planning, formulation, execution, analyzing, and justifying the Department's budget; managing and processing the corporate funds control process; and serving as a focal point within and outside of the Department on matters related to its budget.

Responsibilities

As a Budget Analyst, you will:
  • Perform a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution related to appropriation, apportionment and allotments, and review of execution of funds for an assigned programmatic or functional component of Department of Energy in support of avoiding funds violation of any legal restrictions including the Anti-Deficiency Act.
  • Develop budgetary analyses and special presentation materials as required for assigned program/functional accounts which may include detailed research, comparisons, trends that identify areas of specific increases or decreases, and short- and long-range budget projections, and handling ad hoc planning and execution of funds during continuing resolution and other emergency events. Review, analyze, and interpret existing and proposed legislation, appropriation language, execution orders, and Office of Management and Budget (OMB) circulars and bulletins to carry out the assigned budget functions.
  • Be able to review, comprehend and interpret budget submissions and justifications that reflect the balanced funding needs for assigned DOE component. Review program submissions for apportionments and allotments in accordance with legal regulations and guidance, DOE budgetary policy and guidelines, adequacy of supporting narrative justification, mathematical accuracy, and accuracy of technical treatment and format.
  • Develop and employ review techniques throughout budget formulation and execution processes, evaluate the rationale of budget estimates based on previous congressional action, DOE and OMB guidelines, and prior year performance.
  • Maintain and strengthen internal controls for budget execution and active support of successful external audit reviews and OMB or congressional inquiries.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To qualify for the GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
  • Analyzing and evaluating organization's budget and budget execution for accuracy in support of preparation of apportionments and allotment schedules.
  • Reading and comprehending appropriations and other regulatory languages in executing the organization's budget in accordance to applicable finance laws and regulations.
  • Preparing the organization's budget execution, including apportionment and/or allotments in accordance with the Office of Management and Budget or the Treasury guidance.
  • Creating and working with analytical tools such as Excel, pivot tables, Access and other financial resources for continued analysis work in monitoring program execution of funds.

To qualify for the GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
  • Preparing, analyzing and evaluating organization's budget and budget execution for accuracy in support of preparation of apportionments and allotment schedules as well as to coordinate inquiry responses from regulatory stakeholders.
  • Preparing and/or reviewing reports such as status of funds, status of budgetary resources, obligational plans to ensure budget execution does not exceed Apportionment and Reapportionment Authority.
  • Interpreting and providing guidance to stakeholders on appropriations and other regulatory languages in executing the organization's budget in accordance to applicable finance laws and regulations.
  • Presenting and communicating analytical findings to management to provide budgetary information in oral and written form, including drafting power point presentation and other reports to assist with decision-making.

  • Knowledge of laws, regulations and guidelines governing Federal acquisitions and use of Federal funds, such as OMB Bulletins and Circulars, especially A-11, and Congressional budgetary requirements either in the form of legislation or other communications.
  • Knowledge of mathematics and quantitative analysis to make adjustments and recommendations for budget plans and funding actions.
  • Skill in oral and written communication to justify, defend, present and convey program budget information, to diverse audiences and to serve as a budget spokesperson or resource on behalf of assigned programs in meetings with the Department, to brief program managers, other senior management, and other officials scheduled to testify on behalf of budget requests during hearings.
  • Knowledge of Congressional budget process and strategies of budget presentations to develop, consolidate and edit budget justifications and reports submitted by program managers that will be accepted by an organization, OMB and Congress.
  • Skill in analyzing program goal/budgetary relationships to relate annual, multi- and no-year funding availability to ongoing and projected activities of assigned organizations to provide expert advice to program managers and independent recommendations to senior Department staff.
