What General Information Do I Need To Know About This Position?

Salary: GS-13 $102,663 to $133,465 and GS-14 $121,316 to $157,709. NOTE: First time hires to the Federal Government are typically hired at the Step 01.

In this position, you will fulfill the Department's diverse and wide-ranging mission. In particular, you will provide quality legal research, analysis, advice, and representation to the Bureau of Ocean Energy Management and other officials of the Department.

Responsibilities

As an Attorney-Advisor with the Department of the Interior,Office of the Solicitor, Division ofMineral Resources, Branch of Ocean Energy located in Washington, DC your specific duties will include:

• Serving as legal advisor to the Secretary through representation of the Assistant Secretary, Land and Minerals Management (ASLMM), the Bureau of Ocean Energy Management (BOEM), and on occasion to the Bureau of Safety and Environmental Enforcement (BSEE) on matters concerning the offshore oil and gas and marine minerals programs.
• Providing counseling to resolve complex and novel legal problems and questions concerning the statutes, treaties and regulations regarding offshore oil and gas and mineral leasing, approval of and permits for exploration and development, drafting of lease instruments and other forms of agreements, rulemaking, financial assurance, and consultation and coordination on activities that may implicate the Endangered Species Act (ESA), Coastal Zone Management Act (CZMA), National Historic Preservation Act (NHPA), Migratory Bird Treaty Act (MBTA), Magnuson-Stevens Fishery Conservation and Management Act and other statutes.
• Serving as agency counsel in litigation, including bankruptcy proceedings, and administrative proceedings involving disputes related to the offshore oil and gas and marine minerals programs.
• Providing counseling on compliance with the Outer Continental Shelf Lands Act, Administrative Procedure Act, National Environmental Policy Act, ESA, CZMA, and NHPA, among other statutes.

Are There Any Special Requirements For This Position?

• A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

In order to better assess your qualifications for this position, when preparing your cover letter please address your experience in or familiarity with the following:

• Experience in or training related to energy and mineral projects, particularly oil and gas and/or in the marine environment;
• Experience in or training related to the Outer Continental Shelf Lands Act, National Environmental Policy Act, Administrative Procedure Act, Endangered Species Act, National Historic Preservation Act, Oil Pollution Act, or oceans law;
• Experience or training related to drafting leases or other contracts, particularly those related to energy matters; and
• Other relevant experience or training related to litigation, negotiating agreements, and counseling on complex projects or regulatory matters.

Basic Qualification Requirements

Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

• To qualify for a GS-13 applicants must possess at least 3-years of professional legal experience following law school graduation;
• To qualify for a GS-14 applicants must possess at least 4 ½ years of professional legal experience following law school graduation;

For any of the grades indicated above you can substitute one year of experience with any of the following:

• have a second professional law degree; OR
• meet any of the criteria indicated below:
  • academic standing in top one-third of law school graduating class;
  • graduation with academic honors;
  • significant participation on the law school's law review;
  • significant participation in the law school's moot court competition;
  • significant participation in a clinical legal aid program;
  • significant summer law office clerk experience; or
  • other equivalent evidence of clearly superior achievement.

Candidates should have excellent oral communication, writing, research and analysis skills, and the ability to work effectively with other people, and exercise sound judgment.
