Summary

The primary purpose of this position is to manage a portfolio of drug discovery and development of therapeutics grants and contracts for the NIH Helping to End Addiction Long-term SM (HEAL) program: Optimization of Non-addictive Therapies [Small Molecules and Biologics] to Treat Pain, a collaborative drug development program involving 12 NIH Institutes, academia and industry.

Responsibilities

  • Direct and manage projects from beginning to end.
  • Review, analyze, draft, evaluate, and make recommendations on pre-clinical screening of therapeutics and devices to determine project plans are achievable.
  • Draft and submit budget proposals, and recommends subsequent budget changes when necessary.
  • Develop and deliver progress reports, proposals, requirement documentation, and presentations.
  • Manage a portfolio of drug discovery and development grants. cooperative agreements, contracts and/or subcontracts.

Qualifications

Minimum Qualifications: In order to meet the minimum qualification requirements for this position, you must possess the following Basic Requirements and specialized experience:

Basic Requirement:
To be minimally qualified, applicants must meet the Basic Education Requirement: Successful completion of a Bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

To Qualify at the GS-14 level:
In addition to meeting the basic requirement, you must have at least one year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: managing a portfolio of comprehensive, milestone-driven pre-clinical drug development therapeutics projects; reviewing, analyzing, and evaluating pre-clinical drug development data; planning, organizing and directing inter-disciplinary drug research or development team efforts; administering budgets and obtaining funding; developing policies, program directions, and procedures surrounding the administration of drug research programs; attending and presenting drug research findings at conferences and meetings with high ranking scientists in academia, industry or government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
